Sir: MAR31 ANSD I heartily applaud your call for a Congressional investigation of the U.F.O. matter, and warmly commend your courage in what could become a highly charged, emotional affair. Frankly, I think the American People will approve of the investigation whatever the results. It appears unlikely, however, that the Air Force or the Department of Defense will take such a welcoming view of the proceedings. There is much past evidence to support this belief. Since 1947 I have been deeply interested in the U.F.O. phenomena, PHOTOCOPY FROM GERALD FORD BRARY and have many pages clipped from many newspapers, magazines and from other sources concerning the sightings. I consider myself to be an above-average observer by virtue of interest, training and experience. I hold a commercial pilot's license, an amateur radio livense, and am an amateur astronomer and photographer. I have been an engineer for nearly fifteen years and hold a degree in Physics. For the past two years I have been engaged in the f ield of patent law. Unfortunately, I have never had the pleasure of sighting what later has been identified as a U.F.O. There have been many unidentified objects sighted, but I honestly believe that the majority could be explained as conventional objects if only I had had sufficient information at the time of the obser- vation. From the foregoing it would appear that I am attempting to explain away all sightings. Far from true! It happens that I am a believer in the existence of U.F.O.s, whatever their origin. - 2 - While it is undeniably true that many sightings were mis-interpret- ations of conventional objects or lights seen under unusual or unconventional circumstance, all sightings are not explained in this manner. It is my firm belief that reliable, trained observers such as air crews of military aircraft, airline pilots and crews, military personnel, radar technicians and the like report as object- ively as humanly possible. Other, less experienced or skilled ob- servers, report less objectively, but nonetheless honestly. Just as I am writing this I was interrupted by a jet aircraft and decided to have a look. It is clear and cold outside, and the visibility is excellent, except for a bright quarter moon which illuminates things a bit too clearly for top viewing. I watched a bright, slow moving object traverse the sky from west to northeast. In my 7 X 5 binoculars it is bright and unblinking. To me, it is either Echo I or Echo II in orbit. To many, it might appear as a U.F.O. Similarl PHOTOCOPY FROM GERALD FORD I BRARY midair night refueling, planets, and other satellites may be mis- identified or not identified at all. Binocular viewing may also complicate things by erroneously lending "colors" to aerial objects through chromatic aberration as well as atmospheric refraction/re- flection. The point is that I and many others have learned to view selectively, taking all these explanations into account, and checking them all off one by by one against the unknown sighting. Even under such careful analysis and no-nonsense appraisal, my friends and I have witnessed unbelievable aerial (or spatial) activity. We have seen lights perform unusual and highly irregular patterns and move- ments in the sky. We were not deluded, victims of a hoax, drunk, or mis-identifying ordinary objects. We did not see"marsh gas." All of the above is intended to lead us to a conclusion concern- an ing U.F.O. sightings. I think they may be ranked in/order of sorts: - 3 1. Hoaxes, pranks and practical jokes 2. Conventional objects seen under unusual conditions 3. Unconventional objects seen under usual/unusual conditions. 4. Natural phenomena such as clouds, electrical discharges, etc. 5. Planets, stars, astronomical objects (natural), meteors, etc. 6. Satellites and man-made objects outside the atmosphere. 7. Man-made objects inside the atmosphere. 8. U.F.O. S (may be any of the above, singly or in combination) 9. U.F.O. S (which are none of the above) 10. Birds, flies, bats, milkweed floss, dandelion fluff, etc. Thus, it would seem that the case for a real U.F.O. type 9 is one out of every ten in this arbitrary category list. Strangely, the unidentified list is about ten percent of all objects sighted. The approach of the Air Force (which insists that detailed reports PHOTOCOPY FROM GERALD FORD I BRARY be turned in by its personnel under penalty of courts-martial for divulging the information to "unauthorized personnel" lends credence to the fact that it is known that "something" is to be seen. In like manner airline pilots are supposed to report on any sight- ings. Pilots whom I have known have refused to report sightings for fear of ridicule and loss of their jobs. One of the most interesting sightings and "contact" stories occurred near here at the small town of Newark Valley, N.Y. This town is roughly between Binghamton and Ithaca. A farmer of Newark Valley, on April 17, 1964 was on his way to do chores early that morning when he spotted what appeared to be a grounded small air- craft in one of his pastures. He immediately thought that some- one had crashed and might be in trouble. As he approached, he saw 4 that the object was disc shaped, metallic and very bright in the morning sun. Three "men" were near the craft. He approached and asked if they were in trouble. They (two of the "crew") turned toward him and he could see that they were uniformed in flying suits or space suits similar to astronauts garb. One of the "crew" asked for some fertilizer and seeds. The farmer, Mr. Wilcox, went to the barn to get some and left them in the field (where they were picked up sometime later because when he re-turned, the ship and crew were gone. The crew reportedly told him one very interesting fact (among others) and that was "we will be back in two earth years". This puts it about April 17, 1966. Not far from now. Perhaps the recent sightings are coincidental? Among other interesting' "facts" revealed by the crew: The earth atmosphere cannot be breathed, the sunlight hurts thir enyes and they must wear helmets and eye protection on earth. They are scout PHOTOCOPY FROM GERALD FORD I BRARY and survey ships, and return to a larger interplanetary vehicle orbiting at 1500 to 3000 miles. The larger ship descends to about 350 miles to pick up the scouts. The crews voices appeared to be mechanically reproduced. They were supposedly from Mars where they live underground in order to survive the daytime surface temper- ature of 150 degrees and the nighttime temperature of -80 degrees. Much of this conversation was not broadcast in the newspapers or on WNBF - TV. Wilcox was interviewed, and appeared on WNBF-TV. Two Cornell physicists, one MIT scientist, one Syracuse professor and assorted IBM people were quoted as saying "we aren't laughing." Several days later an engineer from WNBF-TV told an anonymous phone caller that he had been told to "keep quiet" by the Air Force under penalty of losing his job. There was also reported to be some evidence of radiation and some unusual isotopes at the landing site. -5- This is mostly hearsay, of course, and was gleaned from many sources. It appears to be just another prankster story and hoax by someone who wanted to see his name in the papers, or his pict- ure on TV. It would be easy to laugh it off. But there are a couple of interesting sidelights. Wilcox has a reputation locally for reliability and industriousness, with a couple of producing farms. Further, he was a WWII Air Corps member who knew aircraft. One might say a trained observer of sorts. It will be interesting if the crew does in fact return on April 17, 1966 as promised. The purpose of the above is to contrast the "contact" type story with the sighting-in-the-sky type story. It is my belief that only those sightings in daylight, close to the ground, can be of much use. Nighttime sightings at a distance must necessarily be nearly impossible to verify. Radar contact simulataneously with visual contact would be a must. The files are replete with such information. Don't rely however, on "official releases" through PHOTOCOPY FROM GERALD FORD I IBRARY base public relations officers. Just ask about projects: "Sign, Bluebook, and Grudge and Bluebook II." of I think the Adamski-type contact and " trip stories are very poor, giving rise to pooh-poohing of legitimate sightings and reports. Unfortunately it takes only one rotten apple to spoil the whole barrel. Enclosed for your interest is a patent issued to H. Coanda, one of many similar patents. Mr. Coanda has patented some remarkably saucer-like flying machines, together with proposed propulsive units. If desired I can furnish other references. Several questions might well be asked: 1. Are the U.F.O.s intelligently controlled? 2. If so, by whom? 3. Why are we being surveyed, if survey it is? 4. If extra-terrestrial, whence came they? 5. If not e.t., whence on earth came they? 6. What is the propulsive means? 76 Did the power blackout on Nov. 9th last have anything to do with an electro-magnetic disturbance which threw a large quantity of out-ofephase power back into the lines? 8. The center of the disturbance appeared to be somewhere be- tween Rochester and Syracuse. Was it U.F.O. connected? 9. Is it coincidental that two planets of the solar system have methane-ammonia atmospheres? Isn't methane "marsh gas"? 10. Isn't it strange that Dr. Hynek said that he had never seen lighted "marsh gas", but that he was sure that that is what caused the sightings? Such a statement is hardly creditable to a distinguished scientist. Why did he make it? 11. What were the sources of the high intensity radio disturbance which blanketed our area for about thirty seconds on March24 These occurred at 5:10 PM EXT, EST. All radio communication was swamped out. Dozens of my friends on their way home from work witnessed this disturbance. All car radios were affected over a thirty mile radius! PHOTOCOPY FROM FORD I h? I hope that these and others can someday be answered. There are two distinct possibilities that cross my mind. U.F.O. phenom- ena are manifestations of a new weapons system being tested by the U.S.A. If so, this would explain the reluctance of the Ait Force to reveal what they knew, or know. However, it appears un- X likely that tests would be conducted over populated areas. On the other hand, the Air Force which is charged with the defense of the United States fromaerial assault, may not really know any more about the U.F.O. phenomena than they have told. It is just too embarrassing to admit that they can do nothing about the problem. Ergo, there is no problem! Another problem may be that the Air Force is aware of what the U.F.O. phenomena represents, and still cannot do anything about it. This is a most unsettling possibility. However, I believe that the American people can be trusted with the truth. The National reaction would not, in my opinion be panic. Such a thing must be properky presented of course to avoid "scare" headlines and stories, but it could be done. We до not deserve another whitewash, nor do we deserve to be told that we are either drunk, deluded or crazy. The phenomena exists. It is up to the Committee to dig out the facts and inform the public. Anything less would seemto be rather short sighted, and not in the public interest; it is our sky. Who OF what is using it? -7- This letter started to be a short one of only a page or so, to let you know how one citizen and taxpayer feels about the U.F.O. business. Forgive me if it has turned into a harangue and monologue. We are told that UFOs are nothing more than meteors, astronomical bodies, weather balloons, aircraft, natural phenomena, hoaxes, etc., and that the small number of official "unidentified" sightings could also be explained if more data had been available. This is sheer nonsense! It is a matter of recorded fact that the truly baffling reports probably runs into the thousands when you consider that UFOs are a world-wide enigma, and the nearly two decades of massive sighting reports. Add to this that many "explanations" offerred by the Air Force have been even more fantastic than the reports that they purport to explain, and have in fact been totally counter-to-fact, again leads to the question of Why? The case for UFO reality is based upon a solid foundation. They have been seen on innumerable occasions by airline and military pilots, by many persons engaged in various fields of science, including astronomers and meteorologists, and by competent and reliable persons in all walks of life, UFOs have been tracked on radar, many times in conjunction with visual observations, they have left physical traces on the ground, they have caused electro-magnetic effects (such as stalling of vehicles), they have been caught on film, etc., etc. The time has come for the public to know the factual situation, not self- serving public relations statements that obscure and distort fact. Dear Sir, I would like to support your request for Congressional hearings into the Air Force's investigation of unidentified flying objects. We tax-paying citizens have watched for nearly twenty years while the Air Force spokesmen in Project Bluebook have assured us there is nothing to those unceasing reports of "flying saucers, and yet the reports go on and on and on, with no acceptable explanation for their persistance forthcoming (swamp gas my foot!). Instead of facts, the Air Force spokesman in Washington and Dayton have handed us a meaningless set of statistics, over and over re- stating that reports of such objects do not indicate any threat to the security of the United States. If there is no security threat, I would like to know why the investigation is not turned over to a competent panel of scientists, since it is clearly a scientific-- not a military--question. If the military is so certain there is PHOTOCOPY FROM GERALD FORD I BRARY no security threat, it follows naturally that the military ought to put the investigation into the proper hands. This is a scientific anomoly: let the scientists collect and evaluate the data. About those statistics, I would like to see a sampling of the 600- odd cases that remain "unexplained," since the Air Force has stated they remain "unexplained" only because of "poor investivative procedures." Had there been more information available, a simple solution would have been forthcoming, they say over and over. Well, let us see how inade- quate the information is on some of these cases. The few that have been made available to the public have appeared to has contain as much-if not more--detail than many of the "explained" cases (see the Socorro, N.M. case of April, 1964--still "unexplained, and containing no dearth of details). I'm not in the least bit interested in making a case out for extraterrestrial spaceships visiting the Earth's atmosphere. I only want to see a long over- due, responsible, investigation of a genuine mystery. Perhaps the Air Force is correct in postulating a simple XXXXXXXXXX explanation: whatever it may be, their procedures have been inadequate in discovering it. S. Congress To whom it may concern: I saw three flying objects in North Carolina on March 26th or 27th, 1964. I supposed they were satellites and S0 did not report them previously. My husband and I were on our way to Florida and it was early afternoon and he was asleep beside me. It was a sunny day and I was driving south. I had just noticed that no car was in sight and I looked up at the sky and saw one sparkling object; I slowed down and then saw another and a third, almost in a straight line with each other. They traveled in a downward curve and S0 fast (appearing about 6 feet apart) that within about 10 seconds they were out of sight. The centers were luminous, solid masses and the edges (not quite as wide as the centers) were translucent looking and sparkling like diamonds. I have always wondered if satellites look like that.
