Mr. James Vorenberg, Executive Director
The President's Commission On Law
Ref: The third-stage National
Enforcement And Administration Of
Justice
Strategy on the President's Message On
Executive Office of The President
Crime and Law Enforcement In The United
Washington, D. C.
States.
Dear Mr. Vorenberg:
I wish to thank you for your letter of March 24th.
Before the final blue prints are drawn up on the President's Commission on
Law Enforcement I would like to present some very historic facts to the President
and to the Crime Commission itself.
In the 1952-3 Presidential Campaign I submitted the answers to Congress, the
answers for the root causes of crime and corruption and recommendations for its

cure and prevention. In later years I sent the Justice Department $16.00 worth of
photostats of the original carbon copies to verify my charges to reduce the rising
crime wave in the United States. Copies were sent to the House Judiciary Committee
and also to the United States Senate.
I ask you and the President to utilize all of the resources I have at my
own personal command to"repel the threat of crime to our well being."
My own personal national strategy for the prevention of crime in the United
States was 13 years ahead and advanced over and beyond the comprehension and
intelligence of the Congress of the United States and all of the law enforcement
agencies combined.
Due to an unusual and unexpected nuclear age communication phenomenon on May
7, 1952, I have been privileged to be in possession of a very distinct and decisive
and colossal advantage over the Congress, the Justice Department, all of the
Attorney Generals and Governors of the United States and all of the "consulting

expectedly received to and from the cosmos on May 7, 1952, in order to make
a determined effort for the final blue prints and the successful conclusion for
the President's Crime Commission, especially attacking crime at the roots.
Besides flying saucers in space today, I am in possession of a cosmic first
report from Supernatural Headquarters for the success of the Crime Commission
for the final blue prints, especially in the third-stage national strategy.
I do have the answers. Have had them for over 13 years. One especially was
located in old Jewish Law several thousands of years ago, and this is why I asked
President Johnson for a job on the subject compatible with my talents and abilities
to conclude the draft on the Commissions Blue Prints.
"The Commissions final report, due next year, can help provide specific blue
prints for our national strategy. Its work will help replace the crutches of
slogans, habits, and reflex with the firm support of knowledge and fact."
Regarding the Commissions final report:
PHOTOCOPY FROM GERALD FORD I BRARY
First of all I am in possession of The Master's Degree in Cosmic astro-intellgenc
as of May 7, 1952. Nuclear bombs or no nuclear bombs.
Secondly, after I received the Master's Degree in Cosmic intelligence to search
out the root causes and prevention of crime for our law enforcement officials of
the United States I made an intensive, scientific and laborious search through
7000 years of civilization and history to find the root causes of crime and war
and their prevention. We did find the answers.
Thirdly, in order to verify my conclusions in this gigantic scientific search
for the root causes of crime and war, especially in the third-stage National
Strategy, in 1952 I asked Congressman J. Harry McGregor where I could obtain the
balance of my search for the vital information I was seeking. He in return told
me to get in touch with his Secretary (Miss Violet V. Young) in Washington where
she referred me to the Library of Congress. In my correspondence to Congressman
J. Harry McGregor, he told me that the information I was seeking would take about

two months of research in the Library of Congress.
Congressman McGregor's Secretary had the Library of Congress to complete the
search and I received their carbon copies, the complete report from the Library
of Congress on vital and important legislation back to January 16, 1786.
I continued the search and my conclusions came out 100% + for the final blue
prints for the success of the President's Crime Commission on Law Enforcement,
the same blue prints I submitted to Congress in 1952, blue prints which Congress
was unable to read or understand or comprehend.
I would also like to call your attention to the fact that I am the original
and the only author of the document which I submitted to Congress in 1952 in my
charges of Federal Discrimination against the negro. With my charges I also sub-
mitted the answers, the root answers for the causes of crime and also answers
for the prevention of crime. The United States Supreme Court jerked out the
integration issue out of my charges and they deleted the answers for the root

causes of crime and their prevention. We have had hell ever since, just because
the Intelligence of----the United States Supreme Court is still ZERO. I hope
President Johnson can correct this gigantic error in our Justice Department and
in the Blue Prints of the Crime Commission.
In my message to Congress (as a private citizen) to fight crime and war, I
submitted five separate documents and to U. S. Government Officials and they were
dated August 15, 1952, August 30, 1952, October 26, 1952, December 21, 1952
and an undated four page document on criminal delinquency along with their answers
for the root causes of crime, especially in the third-stage national strategy and
covering practically any and all subjects dealing with crime and war facing all
of civilization. (with answers complete)
In order to secure the right blue prints for the final draft of the President's
Crime Commission, I have also spent more than 13,000 hours of my own personal
spare time and money for the final conclusion of the Commissions work.

I am not only in possession of the Master's Degree in astro intelligence for
the root causes of crime in the third-stage national strategy, I am not only in
possession of the ultimate answers for our $27 Billion Dollar National Crime bill
every year but I am also in possession of the boldest and strongest cosmic antidote
known to man or all of civilization for the root causes of crime in the third-stage
national strategy with a "clear plan for the future as well as the present."

I am in possession of a cosmic first which will "open opportunity and hope (which)

with more than 20 typed pages of facts from some of the worlds leading scholars
and our nations leading forefathers, evidence and facts, bold facts which would
reduce and prevent crime in our nation and foster the highest national responsibility,
an asset for our nation and for the rest of mankind.

The President's National Strategy being a three-stage strategy.
The third-stage is the stage of Cosmic astro-intelligence I am in possession
of. The Master's Degree in Cosmic intelligence to attack crime at its roots from
which it springs.
I am capable of filling the third-stage gap with the right answers and I dont
mean maybe or perhaps.
I am able to fill the third-stage gap with the answers which the President
dont have yet. Flying saucers or no flying saucers.

If the Flying Saucers are real, then I know why they are here and what they
are watching and what for. Why? Because I am Graduated in Cosmic Space. I am in
possession of the Master's Degree to and from Outer Space. 5/7/52.
If the President and the entire Crime Commission could comprehend what May
7th means to mankind and civilization and nations over the past 83 years you would
know that'weapons of war are witness to human folly". LBJ 4/7/65 John Hopkins Address.
When I submitted the racial issue to the Congress of the United States in 1952
I also submitted the increase in salary for Congress in the same document and the
answers for national education and the answers for the root causes of crime and
their prevention. Congress ignored the answers but they didn't forget to rake out
my recommendation for the increase in salary for Congress. Federal Law #S462 Plus

on August 15, 1952 U. S. Registered Mail, Return Receipt #1295 and copies I sent

"In the battle against crime, unity can give us strength. But strength can give
us victory only if it is joined with a bold clear plan for the future as well as

In the third-stage national strategy I am in possession of the strength which
will give us victory which is joined (I DONT NEED ANY IF) with a bold (Cosmic First)
and clear plan for the future as well as the present and it will give the President
the Victory ne needs in the United States and in the United Nations and Southeast
Asia and all over the world.
I am in possession of the third-stage national strategy, time tested and time
proven by the best minds and institutions and Universities and nations in the
world and I dont mean perhaps and even backed and supported by our founding fore-
fathers and the Creator of the Universe Himself.

March 29, 1966
When the President's Crime Commission, the final draft, the final blue prints
are completed and ready for Congress, with the Cosmic Master's Degree I am in
possession of, I will be able to examine the final product and I will know whether
the final draft will be true or false or a fraud or a complete white-wash with the
examination and scientific cosmic intelligence of reception and research I am in
possession of which I have at my command.
The vital contents of the final draft on the President's crime commission will
determine whether the President's entire legislative program will succeed or collange
on the home front or foreign policy and will have a direct bearing on our success
or failure in the war in Asia and it will also have a direct bearing on the success
or failure of the "Great Society".
I know what the contents of the final blue prints should contain and with
the help of Almighty God the crime commission can and will be a success.

I am also in possession of the greatest miracle ever to happen on planet
earth for the past 2000 years.
Intelligent, supernatural life in the cosmos contacted me personally on May
7, 1952 under very unusual circumstances. I know that Supernatural Intelligent
Life far greater than our own exists somehwere in the cosmos. Somewhere where
our NASA or the Soviet Union are unable to comprehend or to travel. This is why
I am interested in the President's third-stage National Strategy on his Crime
Commission. I know than man is still pretty stupid as far as death and life are
concerned and the peace of the globe.
With best wishes and kind regards, I am

The scientists in the free world seemed to have no choice but to go forward in secrecy with the
unfolding of their awful plans. They had not begun with any such end in mind; and they had not
dreamed they would continue with the quest for an atomic explosion after it was made plain, at the
time of the overrunning of Germany, that the Germans neither possessed nor were anywhere near
possessing a nuclear weapon. But even that was not the end. After the power of the bomb had been
made manifest against Japan, there were the still greater powers of fusion waiting to be loosed.
This book deals at length with the moral factors of the atomic age. From this comes much
of its controversial nature. Our society has not entirely accepted, even now, the idea that scientists
PHOTOCOPY FROM GERALD FORD I BRARY
should judge the results of their work and determine the ends to which it should be put. Research
and discovery for its own sake has been what was asked of them; and the rest of the citizens, working
within the dogmas of the national state, were expected to shape such policies as they saw fit. But
the revolution in physics inevitably shifted the burden. The scientists found themselves compelled
to make explicit, first to the chief statesmen and then to the public, the significance of what they
were doing; they began to feel their way toward the limits and conditions under which they would
continue their search. They were inexperienced; they were embarking on a new terrain, and it is
no wonder that strains and tensions arose not only between the public and the scientists, but
within the scientific community itself.
Some of Mr. Jungk's own evaluations must inevitably be challenged. One cannot but feel
that he attributes to the German physicists a degree of moral sensitivity which, in different circum-
stances, would not have characterized them. If Hitler had presented them with the means to make
an atom bomb, would they have held back? Our own physicists, despite an underlying horror,
could not resist the "technically sweet" prospects of thermo-nuclear development. Moreover in
upholding the right of the scientists to their own judgments, Mr. Jungk arrives at a rather tortuous
interpretation of Robert Oppenheimer's role.
While fully admitting Oppenheimer's genius
and ability, he pictures him as having let down
the scientific community through his relations
with the men of power in government. It is
usually charged, on the contrary, that he let
down the government through his indifference
to its smaller concerns and restrictions. In fact,
Oppenheimer was the scientist who, more
subtly than any other, pioneered a new rela-
tionship between the scientist and the citizen;
it was inevitable that he should be assailed
from both sides.
England's role in the later phases of
atomic development appears to be minimized;
and of course the obscurity surrounding the
Soviet scientists cannot be pierced. Yet despite
such flaws, the book remains a notable achieve-
ment. It is hard to imagine any single volume
which could more strikingly bring home to the
citizen the unique character of his age or more

An intimate account of the men and women whose genius pierced the
mystery of the atom, who literally brought the sun down to the earth
ONE OF THE GREAT DRAMAS of our time is the story of
the nuclear bombs - and of the men and women whose dis-
coveries led to nuclear fission and subsequently to the devel-
opment of the atom and hydrogen bombs. Here is the
behind-the-scenes revelation of the rivalries, the agonies of
spirit, and the triumphs of a remarkable group of scien-
tific geniuses who brought the sun down to the earth.
Before the war, theirs was a real fraternity -
Heisenberg, Born, Meitner in Germany;
Kapitza in Russia; the Joliot-Curies in
France; Bohr in Denmark; Fermi in Italy;
Einstein and Oppenheimer in America.
With the war, fear and suspicion inter-
rupted their friendship. In Brighter
Than A Thousand Suns, Robert
Jungk traces the personal history
of the atomic scientists, and at the
same time attempts to answer the
many puzzling and enigmatic ques-
tions that have long surrounded
the development of nuclear fission
and the nuclear weapons. Why
did Germany never develop an
atom bomb? How close did Amer-
ica come to missing the leadership
in nuclear weapons? Why did the
scientists almost agree to keep
secret the possibility of nuclear
fission, and why did Joliot-Curie
break their silence? What are the
facts in the Teller-Oppenheimer
controversy? In giving the answers
to these and many more intriguing
questions, Robert Jungk relates a
story that is at once personal, vivid
and intensely exciting. No other
tale may be more important for
our time.
Reviewed by August Heckscher
ON RARE OCCASIONS one picks up a book which leads one, quietly and without fuss,
into a new realm of vision and understanding. This is such a book. We have all of us lived through
the birth of the atomic age; its great moments have been part of the news which we avidly devoured.
Yet the inwardness of its discoveries, the underlying character of its decisive scenes and personages,
have been largely beyond our reach. We knew we were living through history; but all we really got,
like the shadows on Plato's cave, were the large headlines and the loud voices on TV. Now a skilled
journalist takes us back over the story of the atomic scientists, beginning with the revolution in the
theoretical basis of physics which occurred at the end of the first world war. He carries us through
its successive stages with an eye for detail and a mind unusually alert to the moral dilemmas of
the period.
Mr. Jungk's book has been published in Germany and in Great Britain. It has been read
widely in both countries and has been the focus of controversy. In the United States the controversy
will certainly re-echo; it can be predicted that the wide readership will also be repeated. For here
is a new area of history opened up, a large body of facts brought out of the realms of privacy and
obscurity. Men and women whose names we have known (yet often scarcely know) step onto the
lighted stage, playing their parts before us as they will without question continue to play them as
long as the history of this age is written and read, The generals and the statesmen, the party leaders
and diplomats, have held the spotlight. Now the scientists come into their own.
It might have been guessed that the story of the atomic scientists, when it was unearthed and
recounted, would be a fascinating one. For as the twentieth century entered upon its third decade
physics was the field of intellectual pioneering which drew the boldest and most imaginative minds.
PHOTOCOPY FROM GERALD FORD ,BRARY
Men who might have turned elsewhere-for the best of them had diverse gifts-came to this fountain
to drink. It was here that everything seemed to be made new. At Cambridge, England, under Ernest
Rutherford, in Copenhagen under Niels Bohr, in Göttingen under Max Born and others, the candles
were lit which were eventually to blaze in the awe-inspiring explosions over the sands of New Mexico
and the cities of Japan. But at this time such consequences were far from the minds of the scientists,
still working within the unquestioned assumption that scientific discovery is by itself good and
that progress in knowledge is necessarily progress toward virtue and truth.
Mr. Jungk is at his best in describing the happy, creative period of the twenties. At Göttingen,
in particular, it seemed that men's minds were freed and that matter was as an open book to be read.
That period, however, passed quickly enough. From Russia came disturbing indications that the
new approach to physics was not in line with Marxist materialism and was therefore to be con-
demned. In Germany, National Socialism began its ugly work. Scientific research was disrupted and
many of the best men went into exile.
As a result of Nazism the scientists faced for the first time the realization that from freedom
of intercourse among them might come the destruction of free inquiry, and indeed of civilization
itself. Hitler was advancing into war, amid dread that he might be the first to achieve an atom bomb.
In England and on the Continent, Brighter Than A Thousand Suns has
already been greeted as one of the most important books of 1958
"Jungk's account of the series of discoveries that have led to the hydrogen bomb is
quite brilliant. His appeal will be the more universal because he addresses himself to the
'moral and political history' of the discoverers than to the technical aspects of the discov-
eries.

I wish to give you a view of the UFO that at first

Mr. Ford, I believe that psychiatrists are qualified to

Now mind you I am not concerned with what anyone thinks,
or their private opinion. I am just concerned with what is
broadcast over the Radio that can be nonitored by the UFO.
( Did you notice how Mr. Johnson has kept secret his flight
plans since the UFO activity).
The solution to this is for the UFO to be taken away from
any Government agency that can incur the rath of the UFO.
A congressional investigation should be called in CLOSED
SESSION, and qualified psychiatrists should be asked if this
is the same phenomena as religion and if these beings are
vindictive: if so a civilian board should be appointed to
make all public statements on the UFO. The military should no
be bared from making their own investigation of the UFO,
just they should be bared from making any public statements
on the subject.
This civilian board should be paid highly and told the

chance they take. ( I personally wouldn' take the job for
a million in gold a year) The whole story of what happened
in THE COMING OF THE SAUCERS by Kenith Arnold should be reviewed
again. Kenith Arnold was the man who started it all.
May I again say I am serious. I believe that these beings
will stir up the minds of the religious in South Viet Nam,
so that one Government after another is overthrown-That the
religious in this country will be stired up until virtiual
anarchy.
0! one other thing- don't take the C.I.A.'s word on this as
they have not made a right decision since they put the Clamp

Dear Mr. Wilson:
Try to obtain an authentic statement from
Prof. Hynek but in no way mention my name. Most probably
you will find that the newspaper reports were not exact.
Actually the version in your last letter and in the UFO
Investigator that you have mailed me differ substantially
in wording. "Remarks attribute [Zamora] certainly must
to Dr. Hynek
have seen something" in UFo and "the statement of Dr. Hynek

Journal.
Many an hysterical man saw apparitions and many a chapel
was built on such places. Psychiatrist should be asked, too,
to give an opinion.
Jung had no personal experience. I read his last book
and sessible found it poor. Nevertheless in the remote past our earth
most probably was visited by 'space men', at least there is
very ancient bits of folklore on the subject. But in our
days these visitors, despite all claims, are to my estimate
and judgment nothing but phantasy and self deception. The
disks in the atmosphere could be anything but space ships.
Very sincerely,

Dear M. Wilson:
This is in answer to your letter of October 15, 1964.
I am happy to be able to verify for you the newspaper report quoting
me as saying, in effect, that Zamora's story was simply told and told
without any intent to perpetrate a hoax. The story was indeed told by
a man who obviously was frightened badly by what he did see. I am not
absolutely certain short the wording of the quote is precise, but certainly
the sense is.
I would further confirm that I made the statement that we had no evidence
to lead us to believe that we were being visited by spaceships from other
planets. We do have a few sightings like the Socorro sighting which are
extremely difficult to explain. In fact, we do not yet have an explanation
PHOTOCOPY FROM GERALD FORD I BRARY
for the Socorro sighting, but that fact alone does not entitle us, I
believe, to jump to the conclusion that we have interplanetary visitors.
It is of interest, and it is quite necessary from a scientific standpoint,
however, to look carefully into such cases to attempt to find out what the
physical cause for the report was. If a sufficient number of such sightings
occur, we should look for a pattern which, in turn, could lead us to the
eventual solution. I wish I could, for my own peace of mind, dismiss the
Socorro sighting as a hoax or a hallucination, but in all honesty I cannot.
I trust this will be of some help to you. Should your psychiatrist friend
wish to get in touch with me directly, please ask him to feel free to do
SO.
Sincerely yours,
J. J. Allen allie Hynek Hynch
