This confirms information given to a member of your staff on
January 30, 1967, relative to the Joint Army-Navy-Air Force Publi-
cation (JANAP) 146 as related to Unidentified Flying Objects (UFOs).
The JANAP is not a UFO publication. It does deal with UFOs
only as a catchall class of sightings that do not fall into a re-
cognized category such as ships, submarines, aircraft, or guided
missiles. This publication provides uniform instructions for the
peacetime reporting of what is judged to be intelligence information
vital to our National security. Its purpose is to emphasize the
necessity for handling of such information within official channels
only.
Sufficient quantities of the JANAP are not available to provide
for unlimited distribution; therefore, we are not able to provide

you with a copy. However, all Air Force bases maintain a copy in
their reference libraries and we have no objection to personnel
reading it at a library.
We hope this information will be helpful. If we can be of
