WHAT ARE THEY?\nAmong other things they have turned out to be weather balloons,\ngas filled balloons sent up with flairs tied to them as practical\nJokes, luminious gas, ball lightening which flotes through the air in\nthe shape of a sphere and other common things. It has also been sug-\ngested that some of those which have not been identified may have been\nsuch things as meteors, shooting stats, and SWAII gas etc. which they\nvery well may have been, Actually is not possible to tell what is\ngiving off a light when the light is the only thing that you can see.\nTake for instance the case of the lights sighted in the swamps in\nMichigan. It was suggested that they could have been caused by swamp\ngas and they may have been. It has been proven that swarp gas can\ncause a light in the swamp. But in the news cast I heard 10 one was\nreported to have seen the lights from close enough range to tell what\ncaused these particular lights. some psople thought they were caused\nby something other than swamp gas. 1 remember reading where one\npoliceman reported seeing four lights traveling across the sky in\ndiamond shape formation.\nHowever what I am inverested in in this report is not lights any-\nway but the strange Saucer like flying objects which have been sighted\nboth at close range and at a distance by people from all walkes of\nlife from airline piolets to pedestems and f.om college graduates to\ncommon laborers and house wives in most if not all nations on earth\nduring the past twenty years. and I might add that animals have also\nsensed the presence of these strange objects on occasions when theycam\nclose enough to them. These objects have been seen with lights of\ndifferent colors, with flashing lights ana some have lighted the area\nsurronding them up with a dark red light.\nThese Saucer's have been seen in flight making manuvers which\nPHOTOCOPY FROM GERALD FORD I BRARY\nwould not be possible unless they were under intelligent controll.\nThey have also been seen hovering close to houses, setting on the\nground and following cars and airplains. I remember reading about\none person who SAW a small ship come out of a larger flying object\nwhile it was hovering in the sky and come down and hover over a power\nline and extend a rod down to the power line as if it were charging\nits batteries thon after a while pull the rod back inside and go back\nup to the larger ship and disappoar inside the larger ship. Then\nthere is the case of the flying saucer which landed on one corner of\na large airport in a goreign country and sat thero for almost thirty\nminutes before taking off,\none of the saucer accounts I found very interesting happened, to\nthe best of my memory in Ohio. Aman was walking down the road when\na flying saucer came up and hovered directly over him. He ran and\ngot in the ditchos and it followed him down the road coming very close.\nFinally he come to & farm house and ran up to it and was let in and\nthey called the police. In a short time a police car arrived and they\nwent out in the farmers barn yard to look around and in a few minutes\nthe Saucer rose up from bohind a bunch of trees and come directly\ntowards them going very closo overhoad. This must have been a hair\nraising experience for those involved and it was certianly a very\nclose up sighting of & flying saucer.\nThen there is the case of the man who saw a saucer setting on\nthe ground and started walking up to it. HO woke up lying on the\nground to find he had been knocked unconsious by some unknown force\nand the saucer was gone. Another man who SAW a flying saucer sitting\non the ground in a fiold was afraid to go up to it but went back to\nwhere it had boon sitting the next day and found prints in the dirt\nwhere it had boon setting.\nHULLICINATIONS AND FLYING SAUCERS\npersonally I can't see any conection between hullicination's and\nflying saucers. several people have seen the same saucers at the same\ntime on many ocasions. I have read of many cases where one person saw\na flying saucer and called one or more other persons to look at it and\nthey saw it also. Outside the flying saucer field I'm sure there\nisn't a case on record where someone imagined he saw something and\nsomeone elso also saw the same thing. Even the alcoholic's never have\ncame up with saucers in thoir boots or overhead oither. Many police\nofficers have seen these strange flying objects, and some have chased\nthem in their patrol cars. A saucer came so close to one officer he\nwas about to shoot at it, but decided that he better not. If a person\nis interested in trying to determino what flying saucers might be it\nwould be a good idea to disregard the hullicination theory altogether.\nThere is nothing to indicate that hullicinations or mans imagination\nplay's any important role in saucer sighting's. Everything to ind-\nicate that they play no role at all worthy of mention.\nCAN FLYING SAUCER PICTURES BE FAKED?\nThe answer of course is yes. They have been facked by throwing\nup hub caps and taking their picture and also in other ways. However\nthis does not mean there are no real pictures of flying saucers. con-\nsidering the large number of people who have seen flying saucers it is\nonly reasonable to believe that a few of them had cameras available\nand snapped a picture. Fake saucer pictures like counterfied money\ndoosn't mean there isn't any of the real thing.\nSHOULD A PERSON BELIEVE THAT FLYING SAUCERS ARE SOLID MATERIAL\nPHOTOCOPY FROM GERALD FORD I BRARY\nAIR OR SPACECRAFT PIOLETED BY INTELLIGENT BEINGS?\nThe answer is yes, unless you are going to throw out the eye\nwitness testimony of hundreds of people the world over. Those include\nairline piolets, poleceman, house wives, farmers, etc. Maney of these\npeople have been close enough to saucers to tell for certain what they\nwere. Remember before you throw out this testimony that the courts of\nthis country will hang a man on the testimony of one single eye wit-\nness. All have described those saucers as being different from any\naircraft flown in this world and as being solid material objects which\nseemed to be pioleted by inte lligent beings.\nWHERE DO FLYING SAUCERS COME FROM?\nSince their descriptions do not fit anything in this world and\nsince their actions and sightings over such a large geographical area\nas the whole earth rules out tho possibility of them boing some nations\nsecret craft then they must come from somewhere else. some where else\nof course means from one or more worlds in outer space. Many different\nstyles or shapes of unidentifiable flying objects have been sighted in\nresent years but the one most comonly seen is the flying saucers. It\nis very likely many of these craft are for the purpose of scouting\naround over this world and are actually brought here from a world or\nworlds unknown by large mother craft. The wide varity of shapes in\nthese craft suggest the possibility that they might como from two or\nmore different worlds, or from two or more nations on the same world.\nARE FLYING SAUCERS SECRET WEAPONS OF SOME NATION ON EARTH?\nSome people have asked this question but thore is no roason to\nbelieve that they are. N° nations leaders in their right mind would\nallow a secret aircraft to be used to chase people on foot and in cars\nor to hover or land near anyplace where people might be. To ro the\nactions of these saucers rules out completely any possibility that they\nmight be secret aircraft. of any nation on earth. Whoever is pioliting\nthese saucers certainly doesn't make any effort to keep ther. from being\nseen. They also display a lot of curiosity, hover and land in places\nthat anyone native to this world wouldn't be interested in.\nIS THERE LIFE ON THE MOON?\nThere is not likely to be any native life there. The noon was\ncreated to light the earth by night and probably for some other reasons\nsuch as weather controll also. I wouldent expect anY life to have been\nput there. However beings from some other world may have in the past\nor may at the present time bee using iT as & space airport or base\njust as the astronouts from this world plan to do.\nCOULD BEINGS FROM OUTER SPACE VISIT THE EARTH?\nThe space race here on earth will ans. that question for you.\nspace vehicles with human life abord are expected to land on the moon\nby or before I970 and to visit the other planets in our solor system\nwithin the next ten to twenty years. yet prosent space ships even\nthose on the drawing bord's are what you would call model T'S. The\nfuture should bring dramatic increases both in the size of space ships\nPHOTOCOPY FROM GERALD FORD BRARY\nand the speed at which they travel with equal increases in their depend\n--ability and comfort just as the speed, size, comfort and range of\nairplanes has increased and make long distance space travel possible.\nAfter the wright bros. had rade their first few flights if\nsomeone had said that giant passenger planes would be hopping the oceans\nat speeds up towards two thousand miles per hour in 8 few decades\npeople might have thought the person was nuts. yet these large super-\nfast planes are being built right now according to news reports and\nother large planes not so slow themselves are crosing the oceans on\nsecdule twenty four hours & day. If space ships follow the pattern of\nother inventions they are bound to develope in the manner metioned\nabove and may become capable of visiting the closer stars.\nTake clothing for instance, which started out as fig leaves laced\ntogether by hand. NOW you have modern textile factories that turn out\ncloth of all kinds, colors, patterns and weights so fast it would just\nabout make your head swim to watch them. And also high speed machines\nto sew it together into clothing Etc.\nThe modern tractor and automobile started out as a moter powered\nbuggy. many tractors being manufactured now have power brakes, power\nstering, automatic transmission and a soat that takes all the bumps\nout of the ride. Air conditioned cabes are available with radio and\nheater if you want them. Makes corn plowing almost as comfortable as\nsitting in the living room.\nTAKE radio for instance. It started out not too many years ago as\njust an idea in 3 man's mind. Today you have the modern television\nthat brings you static free sound and the picture as well even in\ncolor if you'll pay the price. when the present system of space\nstationed communication satilites is completed programs sent out by a\nsingle station can be picked up by any television set on earth.\nThe modern laundrey nat started out as a wrinkeled bord a piece\nof wire or rope to hang clothes on.\nover\nI could go on like this for days but I don't think it is necess-\nary in order to illustrate the way in which things normally progress.\nIF the nations continue to want to travel in space and are willing to\nspend the necessary money to accomplish it space ships are almost\ncertain to progress in a maner similar to that of the airoplane.\nLIFE ON OTHER WORLDS. IS IT THERE?\nThis question has puzzeled man ever since he realized that other\nplanets similar to earth might exist in outer space. There is no\ndirect answer to this question but the Bible gives some indications as\nto what one might expect to find out there. Man is comanded to be\nfruitful and to multiply. In the parable of the talents man is expec-\nted to put whatever he possesses to use in order to bring forth an\nincrease. In the parable of the fig tree the tree is condemed for it's\nfailure to produce fruit. since Gods greatest talent, I think most\npeople will agree, is the ability to create life; it is impossible for\nme to believe God allowed this ability to lay idle through an endless\neternity before earth man was created about six thousand years ago and\nallowed an endless space to lay void of life all this time. Since the\nevidence of an unlimited number of suns which could support solar sys-\ntems exactly like 01 similar to our own is there TO see 1.0 is only\nreasonable to believe that the space around us 1s filled with intellig-\nent beings similar to ourselves. It 20 easily possible that other\nintelligent life will be found in OUR OWN solaz system I understand\nthe Bible says there 1s nothing now under who SUL when if there is n\nnothing new under the sun how did. all these things which man has pro-\nduced come into beiNg before modern man came along. It told me to give a man I knew in the CIA a message that it\nwould do something at the North/South Pole which would change the electro-\nmagnetic field there, and would make the newspapers. They said that when this\nhappened it would be absolute proof of my contact with these then unknown\nintelligences. Weeks passed and nothing Happened. Five months passed. then\nthere it was. The South Pole UFO that parked over the 2 scientific expeditions\n(making sure it was photographed) altered the electromagnetic equipment at\nthe bases involved. This was of course widely reproted on in the newspapers.\nAfter this I knew what my contacts were -- UFOS. Shortly after that\nhappened, I received a different sort of intelligence from them, again while\nseated at the dining table with my two children. I realized that had never happened before and\nthat\nthe\nUFOs\nmust\nbe contacting me so I shushed the kids, grabbed a pencil and paper, and\nbegan making notes. The following is what came through at 10 P.M. on Feb. 6th,\n1965:\n\"Can't come. Later We 'll go find them and blot out. (Here they were talking\nabout some satellites the Government had sent up which the kids and I had been\ntalking about just before the interruption).\n\"When can we meet? We know you. We are friends. Tonight is late, for us.\nPower low. Keep open mind. We will be back with you. Your needs will be met. A\nstudy is being made of how to bring this about. Why are your people crazy?\nYour earth is disorganized. We would like to help organize it. We did once\nbefore, long ago in your time. People wore robes, as you call them, as you\ncall them, then, and wore beards. Hair on their faces.\nQuestion: Can you give me an instrument, like a pencil that would do some-\nthing unusual, that I could use to convince our government of your reality?\"\nAnswer by Saucer Intelligences: \"You could not use what you call a 'pencil'\nbut it is a good idea and we will send you a tool for the purpose. You will\nknow, repeat, know you have talked with us tonight. We will arrange next few\ndays to be seen, by your people, and by that method you will know we are\nmaking a signal for you. We need you alive. Listen carefully\nthere are others like us,\nagainst us, who could cause you harm. Be careful of your life. Of your\nshell. It has taken us ages, in your time, to find a shell (means a\nhuman body) like you who can communicate with us. We do not want to lose\nyou. But remember that you are, every moment, in great danger from \"them\"\nwho use shellbodies. They look like and seem like real people, but they\nare not.\nQuestion: Can you end the war in Viet Nam and help my country, the\nUnited States, to become healthy and great again? (By \"great\" I didn't\nmean money and power but doing away with murders, gang wars, teen age\nvidance, wholesale corruption in high and low places\na return to great\nmoral values this country once had.)\nSaucer Intelligence:\" We can and we will. Our\nmoney got short\nand Lornie and Rick, my two teenagers, went off to\nCalifornia at the invitation of my ex-wife, who offered to see that they\ngot into college. This was against my wishes but the kids wanted to go,\nso I let them. And we moved to Philadelphia. Always I have written to the government,\nscientists, and friends before the various happenings, so there would be a\nconcrete record of it all. And it came to pass.\nMY TRIP TO WASHINGTON\nI went to Washington, D.C. in 1965 where I had come all the way from\nCalifornia to present a gift they could not buy with all the gold in the\nUnited States Mint. And it is interesting that the Saucer Intelligence\nhad me put a certain design on the rings. Just recently, long after I\nbegan sending rings out, a UFO was observed by police officers to rise out\nof some woods, and the officers found a car on that spot, loaded with\nradio equipment, and WITH MY SAME DESIGN PAINTED ON THE DOOR OF THAT CAR!\nThe only deviation was that my ring design had a UFO with lightning\nbeneath it and the car door was painted with a triangle with the\nlightning inside it. Since I have been selling these rings one lady in\nConnecticut, a doctor, has had just recently UFOs appearing in her\narea so evidently the Saucer Intelligence are following up with whatever\nthey are doing.\nWHAT THE SAUCER INTELLIGENCE WANT\nNow let's get down to business. What is this all about? Here is\nexactly what the Saucer Intelligence (si's for short) want\nwhat I told\nthe U.S. Government long ago what I told Jack McKinney on his radio show.\nThey are trying to put the world in balance by cancelling out wars,\nhate. killing, upset weather conditions, drought, famine, etc. THEY CAN\nDO ALL THESE THINGS EASILY! But first they want a base to work from,\nand they chose the United States. The hitch is they will not allow\nthemselves or their apparatus to fall into the hands of humans, who are\nal ready destroying each other fast enough. They do not trust government\nofficials, scientists, or military men. Unfortunately, since these are\nabout the only three categories that are listened to or who have any\n\"standing\" the Saucer Intelligence have a problem on their hands. They\nabsolutely must meet with the President and top leaders, but there is only\none way this can be arranged, according to the Si's. This is the plan\nthey sent me with to the Government\nThe U.S. would send me to Europe with one Special Forces man, who\nwould be a bodyguard and witness. I would be guided by the Si's to select\nan old deserted castle in an isolated location. I would live there for\none year. Sometime during that time the Saucer Intelligence would appear\nto me for a face to face meeting and arrange a way to meet with the\nPresident. They would give me materials as proof. And the Special\nForces man would be right with me as a witness. Why the year? It would\nbe difficult for agents of the United States (or some other power) to\nkeep a trap set for one year and attempt to snare a craft.\nBut when I talked to the \"powers that be\" in Washington they would\nnot consider this. So the Saucer Intelligence have tried an alternate\nplan. Theydon'thave money, have no use for it, therefor can't furnish me\nwith it. They shined it down onto\nthe ice and the police and others who went to the spot found a large hole\nburned through the thick ice.\nOn April 19th, 1966 I wrote my contacts:\n\"When you read about the UFO seen in Philadelphia, in the days\nor weeks ahead\nyou will know who it is linking up with. \"\nOnly six days later, the famous \"Fireball\" flashed over the East\nCoast\nand over Philadelphia. Newsclippings have read \"flaming Meteor\nSeen over Philadelphia\" and it was written up in national magazines and\ndebated upon whether it was a UFO or an actual meteor.\nWHY THEY CONTACTED ME\nAs I have gotten it from \"them\" rather spottily they had worked with me\nsince early childhood, attempting to get through to me. As I grew up, they\nkept trying. I worked for Dr. Rhine at Duke in the ESP experimentation there\nand was found to be loaded with paranormal ability by the lab there. We woke up one night and there it was suspended overhead in our\nroom. We were NOT dreaming\nwe watched it, fascinated, until it went\naway. Then she and I saw some strange things, separately, in our apartment.\nAnd just a few Monday's ago she went out onto the fire escape outside our\nwindows for a breath of fresh air and something alive, about two feet long\nor high, dropped down from nowhere onto the fire escape not more than three\nfeet from her and just crouched there. She dashed inside, scared to\ndeath. She saw it fall\nheard the thump as it landed\nand\nwatched\nit\nfor\na split. second as it crouched there, moving only slightly\nthen ran for\ndear life.\nAlso we have gotten what looks like long insect-like antennae on\nour TV screen many times\ndifferent programs, so it has nothing to do\nwith the film. These twitching antennae move with life-like movements.\nAlso some other odd things have appeared on there, too. ALLEN HYNEK\nThe Editors of Science\nWashington D.C\nDear Sirs:\nTo the best of my knowledge, the term UFO (Unidentified Flying Objects) never\nhas figured in the pages of Science (many might say \"disfigured\" the pages of Science\nYet, some 20 years after the first public furor over UFO's (called\"Flying Saucers\"\nthen), reports of UFO's continue to accumulate at a rate much greater than in the\nearly days of the \"craze\". Just of late there has been a spate of books and articles\non the subject and public interest is again rising. The newspaper and TV coverage\nof the recent Michigan \"swamp gas\" cases was widespread (and the cause of no little\ndiscomfiture to me--I have been told that the press conference was the largest in\nthe history of the Detroit Press Club). This is a disturbing phenomen to many,\nformal science has taken no note whatever of it.\nconsultant to the Air Force. Since the Air Force now has acted on the recommendat- FORD\nI have been associated with the UFO phenomenon for many years as scientific\nion of myself and others to give increased scientific attention to the UFO phenomen-\non, I feel under some obligation to report to my scientific colleagues, who could\nnot be expected to keep up with SO seemingly a bizarre field, the gist of my exper-\nience in\"monitoring\" the noixe level\" over the years in my capacity as scientific\nconsultant. In doing so I feel somewhat like a traveler to exotic. lands and far\naway places who discharges his obligation to those who stayed at home by tellin,\nthem of the strange ways of the natives. To carry the analogy a bit farther, it\nhas come to my attention rather forcibly through correspondence and personal\ncontact, that many of my colleagues in various fields are more than just a litt\ninterested in the \"natives\", although they might well disclaim this interest if\nPHOTOCOPY FROM\nchallenged. I certainly would not have expressed openly any such interest had Id\nnot been asked to do so officially many years ago, first under \"Project Sign\" and\nlater under \"Project Blue Book\".\nDuring my long period of association with the reports of strange things in the\nsky, I expected that each lull in the receipt of reports signalled the end of the\nepisode, only to see the activity renew; in just the past two years it has risen\nto a new high. Each wave of sightings adds to the accumulation of both the misiden-\ntifications of otherwise familiar things (still the great majority) and to the\nreports which, by present methods of attack, defy analysis. All this has increased\nmy own concern and sense of personal responsibility, and motivated me to urge the\ninitiation of a meaningful scientific investigation of the UFO phenomenon by phys-\nical and social scientists. I had guardedly raised this suggestion in the past\n(JOSA, 43, 311, 1953) and at various official hearings, but with little success.\nUFO was a term that called forth buffoonery and caustic banter; hence no scientist\nwould look at it. It remained a topic for buffoonery and caustic banter precise-\nly because scientists paid no attention to the raw data--the reports themselves.\nA powerful reason why scientists have not taken a serious look at the data\nover the past several years is the prevalence of many misconceptions about the nat-\nure of UFO reports and of the people who make them. I speak here only of the puz-\nzling reports; there is little point to concern ourselves with reports that can be\neasily traced to balloons satellites, meteors, etc. Neither is there any point to\ntake account of vague, oral or written, reports which contain few information bits.\nWe need only be concerned with \"hard data\", defined here as reports made by several\nresponsible witnesses, of sightings which lasted a reasonable length of time, and\nwhich were reported in a coherent manner.\nPage 1 (cont'd)\nOPEN LETTER FROM DR. ALLEN HYNEK (continued, Page 2)\nI have, especially of late, strongly urged the Air Force, in my capacity as\nscientific consultant, to seek the aid of physical and social scientists of stature\nin making respectable, scholarly study of the UFO phenomenon. It is my considered\nopinion that selected UFO reports deserve at least as much attention as a Brink's\nrobbery, a kidnapping, a counterfeiting ring, or a narcotics case. An investigat-\nive process in depth, with follow-through, is necessary here if, after 20 years\nofconfusion, we want some answers.\nNow that the first firm steps have been taken toward such a study, I believe\nI can be of some service to my colleagues in various fields by setting forth some-\nthing of what I have learned during my \"travels\", particularly as it relates to\nfrequently made statements about UFO's which may lead to misconceptions they may\nunwittingly subscribe to. Some of these statements are:\n(1) Only UFO \"buffs\" report UFO's: The exact opposite is much nearer the truth.\nOnly a negligible handful of reports submitted to the Air Force, or to any other\norganization so far as I know, are from the \"true believers\", the same who attend>\nUFO conventions and who are members of the \"gee-whiz\" groups. These people, close-\nly akin to cultists, are so certain in their own minds that the earth is being\npatrolled by outside, higher, and always benign intelligences (who give repeated\nI\nwarnings to homo sapiens--often delivered by mental telepathy--to ban the bomb and\nin general, to behave) that they have no need for evidence. Why gather data? Whoo FORD\nneeds evidence? It has been my experience that quite generally the truly puzzling\nreports come from people who have not given much or any thought to UFO's, generally\nconsidering them \"bunk\" until shaken by their own experience.\n(2) UFO's are reported by unreliable, unstable, and uneducated people:\nThis is, of course, true. But UFO's are reported in even greater numbers by reliable;\nstable, and educated people. The better, more articulate and coherent reports\npredicate a fairly high threshold of intelligence; dullards rarely overcome the\ninertia inherent in getting down to making a written report.\n(3) UFO's are never reported by scientifically trained people:\nФРНОТОСОРУ FROM GERALD\nThis is unequivally false. Some of the very best, most coherent reports have come\nfrom scientifically trained people. It is true, however thatscientists are among\nthe most reluctant to make a report, and to have it made public. I have been the\nrecipient of several such reports where the witnesses felt they should report, from\na sense of duty, but did not wish to submit a public report. Reports from the\nscientifically trained are usually accompanied by disclaimers to the effect that\nthey \"don't believe in flying saucers\" but that nonetheless they have seen some-\nthing which they cannot decipher. The letters or reports sent to me generally end\non a note of plaintive wonderment; they sincerely wish to know what it was they saw.\nAnonymity is generally requested; the request is honored.\n(4) UFO's never are seen clearly or at close range, but are seen under condit-\nions of great uncertainty and always reported vaguely:\nBy definition, when we speak of the body of puzzling reports that have accumulated\nthrough the years we exclude all thosewhich the above description fits. By this def-\ninition, puzzling\" report is one which leaves only two alternatives: the witness\nis psychotic or a congenital liar, or the witness clearly saw something that we,\nat least, cannot readily explain. Good physical explanations may exist --indeed,\nmust exist, in a rational world--and this is precisely the reason I called for\nscientific attention to the UFO phenomenon. It is such reports, and only such\nreports, that I have felt deserved the attention of physical and social scientists\nof stature with a respectable and scholarly study. I have in my files several\nhundred reports which are real brain teasers and could easily be made the subject\nof profitable discussion among physical and social scientists alike.\n(5) The Air Force has no evidence that UFO's are extraterrestrial or represent\nadvanced technology of any kind: this is a true statement, and an honest one, but\nwhich is widely interpreted to mean that there is evidence against the two hypo-\ntheses. The unidentified cases remain unidentifiedand hence cannot be used in\nPage 2 (cont'd)\nOPEN LETTER FROM DR ALLEN HYNEK (continued, page 3)\nanswering this question. The misinterpretations of conventional objects, letcly do\nnot enter here. As long as there are \"unidentifieds\" the question must obviously\nremain open. If we knew what they were, they would no longer be UFO's--they would\nbe IFO's, Identified Flying Objects! And then, of course, there would be no point\nto this letter. If you know the answer beforehand, it isn't research.\nNo truly scientific investigation of the UFO phenomenon ever has been under-\ntaken, despite the great volume of \"hard data\". May we not indeed be making the\nsame mistake the French Academy of Sciences made when they dismissed, out of hand,\nstories of \"stones that fell from the sky\". (How gullible can people get-- a stone\nfalling from the sky, indeed!) Finally, however, meteorites were made respectable\nin the eyes of science.\n(6) UFO reports are generated by publicity: Positive feedback is undoubtedly\nat work when sightings are widely publicized. We shall always have the \"me too\"\ncontingent with us. On the other hand, some of the sightings that are reported\nat times of high publicity come from reliable people who request anonymity, and who\nstate that if they had not heard of reports from other ostensibly reliable persons,\nthey would never have mentioned their own experience for fear of ridicule. One\ncannot deny that there is stimulated emission of UFO reports but it is unwarranted\nto assert that this is the sole cause of high incidence of UFO reports.\n(7) UFO's have never been sighted on radar or photographed by meteor or satel-\nlite tracking cameras: This statement is not equivalent to saying that radars,\nmeteor cameras, and satellite tracking stations have not picked up \"oddities\" on\ntheir scopes or films that have remained unidentified. It has been lightly assum-\ned that although unidentified, the oddities were not unidentifiable as conventional\nobjects. One should consider, however, the existence of such odd photographs as\nthose of a \"retrograde satellite\", taken in 1958, and the puzzling reports from\nseveral Moonwatch teams during the IGY. I have seen photographs taken with the\nPHOTOCOPY FROM GERALD FORD I BRARY\nBaker-Nunn tracking cameras that contained unexplained \"satellite\" trails; at that\ntime optical satellite tracking was my responsibility but there was little that\ncould be done about these oddities. Very possibly they were trails of balloons or\nunusual aircraft, but they never have been positively identified.\nThus the UFO situation rests. My concern stems not from hearing a few reports\nselected for their sensational aspects, but from noting a pattern emerge after many\nyears of \"monitoring\" the phenomenon. This pattern suggests that \"something is\ngoing on\". What pattern? The \"hard data\" cases contain frequent allusions to re-\ncurrent kinematic, geometric, and luminescent characteristics. The combination of\n\"hovering\", \"wobbling\" and \"rapid take-off\" is an example of the first; the oval\nshapes in both the \"large\" and \"small\" varieties, are an example of the second; and\nthe flashing lights and ofttimes brilliant lights whose glare is uncomfortable, are\nan example of the third.\nI cannot dismiss the UFO phenomenon with a shrug. I have begun to feel that\nthere is a tendency in 20th Century science to forget that there will be a 21st Cen-\ntury science, and indeed, a 30th Century science, from which vantage points our\nknowledge of the universe may appear quite different than it does to us.
