Attached is the House Joint Resolution 910, which authorizes and
requests the President to declare the fourth Saturday of September
1974, as "National Hunting and Fishing Day, together with a proc-
lamation prepared in response to this request.
This Resolution authorizes the President to issue a proclamation
declaring the fourth Saturday of September 1974 (September 28) as
"National Hunting and Fishing Day" in order to: (1) provide deserved
national recognition; (2) recognize the esthetic, health, and
recreational virtues of hunting and fishing; (3) dramatize the con-
tinued need for gun and boat safety; and, (4) rededicate ourselves
to the conservation and respectful use of our wildlife and natural
resources.
The Counsel's office, Bill Timmons, Paul Theis, and OMB concur.
RECOMMENDATION
That you sign both the enrolled Joint Resolution (Tab A) and the
proclamation (Tab B).

H.J. Res. 910 authorizes the President to issue a proclamation

as "National Hunting and Fishing Day" in order to: (1) provide

(3) dramatize the continued need for gun and boat safety; and,
(4) rededicate ourselves to the conservation and respectful

In reporting on this legislation, the Senate Judiciary
Committee noted:
"The designation of a Hunting and Fishing Day in
1974 will assure that we rededicate our Nation
to the adequate protection of the land and water
wildlife of our country and to promote efforts
to insure that hunting and fishing recreation
is carried on at the highest level of safety
those who participate."

Attached is a proposed proclamation, prepared by the
Department of the Interior, which would implement the
joint resolution. The proposed proclamation has the
approval of the Director of the Office of Management
and Budget; and attorneys in the Department of Justice
who review proclamations as to form and legality have
indicated to us that they perceive no objection to it.

This responds to your request for the views of this Department on the
enrolled joint resolution H.J. Res. 910, "Asking the President of the
United States to declare the fourth Saturday of September 1974, 'National
Hunting and Fishing Day' "
We strongly recommend that the joint resolution be approved by the President.
H.J. Res. 910 resolves that the President declare the fourth Saturday of
September 1974, as "National Hunting and Fishing Day" to recognize the
esthetic, health, and recreational virtues of hunting and fishing, to
dramatize the continued need for gun and boat safety, and to rededicate
ourselves to the conservation and respectful use of our wildlife and natural
resources.
As the Department of the Federal Government most concerned with the protection
and preservation of the nation's wildlife and natural resources, we consider
it fitting and appropriate to designate a day of national celebration in
recognition of the contributions to conservation and outdoor recreation of
more than 55 million American hunters and fishermen.
Funds from the annual sale of more than $250 million in fishing and hunting
licenses, tags, permits, and stamps are used to protect and improve wildlife
habitat and fishing areas, and to preserve endangered species.

A PROCLAMATION
American sportsmen have long held an abiding
love for nature. Hunters and anglers together
sounded the alarm decades ago about the need to
conserve America's fish and wildlife heritage.
Voluntarily, they have given of their own personal
wealth to insure that future generations of Americans
will enjoy our marvelous wildlife in a manner be-
fitting their own personal tastes.
The deep personal interest of hunters and
fishermen in natural resources has contributed
significantly to the conservation movement in this
Nation. This love of the outdoors has been implanted
in succeeding generations by them through tax-sup-
ported programs of conservation of wildlife species,
habitat restoration and preservation, and environ-
mental education of America's young men and women.
Through many outstanding private organizations,
America's hunters and fishermen have inculcated
and propagated a hunting and fishing ethic in tune
with modern thinking and consistent with this Nation's
historical reliance on native fish and wildlife

for survival. This, in itself, is a tribute to
hunters and fishermen, for it reflects the best of
what our national principles signify--a deep rever-
ence for the past and a genuine interest in evolving
new ideas and concepts.
In recognition of these significant contri-
butions by American hunters and anglers, the Congress,
by H.J. Res. 910, 93rd Congress, has requested the
President to declare the fourth Saturday of September, 1974,
as National Hunting and Fishing Day.
NOW, THEREFORE, I, GERALD R. FORD, President
of the United States, do hereby designate Saturday,
September 28, 1974, as National Hunting and Fishing
Day.
I urge all our citizens to join with outdoor
sportsmen in the wise use of our natural resources
and in insuring their proper management for the
benefit of future generations.

Mr. HRUSKA, from the Committee on the Judiciary,
submitted the following
REPORT
[To accompany H.J. Res. 910]
The Committee on the Judiciary, to which was referred the bill
(H.J. Res. 910), asking the President of the United States to declare
the fourth Saturday of September 1974, "National Hunting and
Fishing Day," having considered the same, reports favorably thereon,
without amendment, and recommends that the resolution be agreed to.
PURPOSE
The purpose of the joint resolution is to request the Presidént of the
United States to declare the fourth Saturday of September 1974, as
"National Hunting and Fishing Day."
STATEMENT
Possibly there is no other form of recreation which provides a better
prospect than hunting and fishing for healthful exercise with the
opportunity to breathe fresh, clean air, to find solitude, and to forget
daily cares.
As an indication of the enormous appeal of the sport of hunting and
fishing, the latest report from the Department of the Interior shows
nearly 16 million hunting licenses and 26 million fishing licenses were
purchased in 1971. This is an increase of 607,000 hunting licenses—
the largest single increase in over a decade-and 1,300,000 fishing li-
censes-also a record high-over the previous year.
For the privilege of hunting and fishing, the participants pay more
than $208 million each year for licenses, tags, permits, and stamps.
This income provides a rich source of funds for fish and wildlife con-

servation management. Many of the activities being undertaken today
to protect wildlife threatened with extinction and to reestablish breeds
and strains which have been losing the battle for survival have come
from hunting and fishing license funds. In addition to those millions
of people who pay to hunt and fish, there are also millions who enjoy
these sports who are not required to purchase licenses because of age
or military service.
It is notable that the true sportsmen among the hunters and fisher-
men are leaders in conservation programs and preservation of fish and
wildlife. Responsible hunters and fishermen are leaders in local and
national efforts to stop wanton destruction of threatened breeds of
wildlife, to make sure that pollution of our waters do not wipe out
fish life. In addition, they are leaders among those who promote safety
in hunting and fishing. Many of the laws to help insure safety in
the outdoors have been developed, brought to the attention of State
legislatures, and passed into law at the behest of hunters and
fishermen.
It is important to the spiritual and physical survival of our people
that Congress encourage hunters and fishermen to continue their con-
servation crusade and their enjoyment of outdoor recreation.
The designation of a Hunting and Fishing Day in 1974 will assure
that we rededicate our Nation to the adequate protection of the land
and water wildlife of our country and to promote efforts to insure that
hunting and fishing recreation is carried on at the highest level of
safety for those who participate.
The committee is of the opinion that this resolution has a meritori-
ous purpose and accordingly recommends favorable consideration of
House Joint Resolution 910 without amendment.
