sponsored by Senator Stevens, which provides for the
transfer to Alaska of the official archives of the
Territorial Governors of Alaska.

The records and archives of the Territorial Governors of Alaska
(1884-1958), which are now Federal property, have been and are
stored at a Federal records center in Seattle, Washington.
Such records are generally "inherited by successor State Govern-
ments when Territories become States or Commonwealths,' according
to the report on the enrolled resolution of the Senate Committee
on Government Operations. This is stated, too, in the fourth

building is almost ready for occupancy and GSA hopes to transfer
the records in the spring. Microfilm copies of all the records
to be transferred are being made by the National Archives and
Records Service and will be retained after the transfer is made.

Dear Mr. Ash:
By referral dated December 18, 1974, from the Assistant Director for
Legislative Reference, your office requested the views of the General
Services Administration on enrolled joint resolution S.J. Res. 234,
93rd Congress, an act "Transferring to the State of Alaska certain
archives and records in the custody of the National Archives of the
United States."
The resolution, which originated in this agency, would transfer to the
State of Alaska the records of the Territorial Governors of Alaska for
the years 1884 through 1958, which are now in the custody of the National
Archives of the United States.
Since the Territorial Governors were responsible to the Office of
Territories, Department of the Interior, these are Federal Records.
They are essentially local in character, however, and of interest
primarily to residents of the State of Alaska. Records of this type
generally have been inherited by successor State Governments when the
Territory became a State or Commonwealth, as in the case of Puerto Rico
(Public Law 85-158).
The Alaskan records have been held in the Federal Archives and Records
Center in Seattle since 1958. At that time the Archivist of the United
States indicated to the Governor of Alaska that the return of the records
to State control would be initiated at such time as the State provided
suitable archival facilities. The records are being microfilmed by the
National Archives and Records Service, which will retain the negatives.
A new State archives building is nearing completion and will be ready for
occupancy in early 1975. The Archivist has been invited to attend the

dedication ceremonies which are now anticipated in February or early
March. It is our hope that a ceremonial transfer of the records may be
accomplished at that time.
Accordingly, GSA urges Presidential approval of the enrolled joint
resolution.

Mr. ERVIN, from the Committee on Government Operations,
submitted the following
REPORT
[To accompany S.J. Res. 234]
The Committee on Government Operations, to which was referred
the joint resolution (S.J. Res. 234) transferring to the State of Alaska
certain archives and records in the custody of the National Archives
of the United States, having considered the same, reports favorably
thereon without amendment and recommends that the joint resolution
do pass.
PURPOSE
The purpose of Senate Joint Resolution 234 is to transfer to the
State of Alaska the official archives and records of the Territorial
Governors of Alaska, 1884 to 1958, on condition that the State of
Alaska make provisions for the safekeeping, repair, and preserva-
tion of such archives and records in fireproof, air-conditioned
storage space under professional archival direction, and that the Ad-
ministrator of General Services determines that these conditions have
been met prior to his release of the archives and records.
BACKGROUND
The records and archives of the Territorial Governors of Alaska,
who served between 1884 and 1958, are now Federal property and are
in the custody of the National Archives and Records Service at the
Federal Archives and Records Center in Seattle, Washington. They
are essentially local in character and of interest primarily to residents
of the State of Alaska. Such records generally are inherited by suc-

cessor State governments when Territories become States or Common-
wealths (e.g., Public Law 85-158, pertaining to the Records of Puerto
Rico).
The State of Alaska expects to complete a new State archives build-
ing by the first of December 1974, at which time it is expected that the
conditions of Senate Joint Resolution 234 will be met. The Adminis-
trator of General Services has expressed a desire to transfer the
archives and records as soon as suitable facilities are available in
Alaska.
The archives and records are being microfilmed by the National
Archives and Records Service and the negatives will be retained by
the Service.
COST OF THE LEGISLATION
The Committee estimates that enactment of Senate Joint Resolu-
tion 234 will require the expenditure of less than $500.

Joint Resolution
Transferring to the State of Alaska certain archives and records in the custody
of the National Archives of the United States.
Whereas the archives and records of the Office of the Territorial
Governors of Alaska, 1884-1958, were transferred to the Federal
Archives and Records Center, Seattle, Washington, in 1958 as part
of a records management improvement program and because of a
lack of proper archival facilities in Alaska; and
Whereas it was agreed by officials of the General Services Adminis-
tration and the State of Alaska at that time that legislation would
be requested to return these archives and records to the custody of
the State of Alaska at such time as a State archival agency should
be prepared to receive them; and
Whereas the State of Alaska will complete construction of a State
archival facility in the near future; and
Whereas Federal records created by territorial governments pertain-
ing to territorial activities have traditionally been transferred to
the successor State government when a State enters the Union Now,
therefore, be it
Resolved by the Senate and House of Representatives of the United
States of America in Congress assembled, That the official archives
and records of the Territorial Governors of Alaska, 1884-1958, now
deposited with the National Archives of the United States at the Fed-
eral Archives and Records Center, Seattle, Washington, shall be trans-
ferred to the State of Alaska at the expense of the United States:
Provided, That the State of Alaska makes provisions for the safe-
keeping, repair, and preservation of such archives and records in fire-
proof, air-conditioned storage space under professional archival
direction: Provided further, That the Administrator of General Serv-
ices shall determine that the condition imposed above has been met
prior to his release of such archives and records for transfer to the
State of Alaska.
