BACKGROUND
These bills change the names of two dams and lakes. No one
objects to H.R. 11802 which would name the dam after the
city of Granger, Texas.
H.R. 15322 would rename the San Angelo Reservoir after
retiring Congressman O.C. Fisher.
ARGUMENTS FOR SIGNING
Both bills reflect the will of Congress that these public
works projects be renamed.
ARGUMENTS FOR VETO
Department of Interior recommends that you veto H.R. 15322
because it violates a long standing policy against naming
lakes after living persons. However, last month, you signed
S. 1561 renaming a lake after Cecil Harden thus rejecting
the Interior "living persons" argument.

Discussion
H.R. 11802 would rename the Laneport Dam and Lake, now under
construction on the San Gabriel River, Texas, after the city
of Granger, the largest town in the vicinity and a future
focal point for recreation and other activities associated
with the project.

H.R. 15322 would rename the San Angelo Dam and Reservoir on
the North Concho River as the "O.C. Fisher Dam and Lake."
Representative Fisher, who retired at the end of this session,
has represented the 21st District of Texas since 1943, and
was a leading sponsor of the San Angelo Dam, which was
completed in 1952.
Interior recommends disapproval of the second enrolled bill
since it would conflict with the longstanding policy of the
Board of Geographic Names against naming geographical features
after living persons. While we respect Interior's concerns,
we note that there are a number of precedents for naming of
such projects after living persons.

Dear Mr. Ash:
This is in reply to your request for the views of the Department of
the Army on enrolled enactment H.R. 15322, 93d Congress, to "Designating
San Angelo Dam and Reservoir on the North Concho River as the "0. C.
Fisher Dam and Lake. "
The Department of the Army recommends approval of the enrolled enactment.
The purpose of the enrolled enactment is stated in its title. The
San Angelo Dam and Reservoir was authorized by the Flood Control Act of
1941 to serve flood control and related purposes. Construction was completed
in 1952.
The Honorable O. C. Fisher is the present Congressman from the Twenty-
First District of Texas, and is a resident of the City of San Angelo.
He has practiced law there, and has served as County Attorney, State
Representative and District Attorney before being elected to the 78th
and succeeding Congresses. Congressman Fisher has authored several laws
creating major water conservation and flood control projects in his
district and was instrumental in obtaining approval for construction of
the San Angelo Reservoir. Congressman Fisher has announced his retire-
ment upon the expiration of his present term in Congress.

We do not recommend Presidential approval of this enrolled bill.
H.R. 15322 would honor retiring Congressman O. C. Fisher by
renaming the San Angelo Reservoir "Fisher Lake" after him.
The Board of Geographic Names has a long standing policy
against naming lakes after living persons. In light of this
policy, we recommend that the President not approve this bill.

The Committee on Public Works, to whom was referred the bill
(H.R. 15322) designating San Angelo Dam and Reservoir on the
North Concho River as the "O. C. Fisher Dam and Lake," having
considered the same, report favorably thereon without amendment
and recommend that the bill do pass.
PURPOSE
The purpose of this bill is to designate the San Angelo Dam and
Reservoir on the North Concho River, Texas, as the "O. C. Fisher
Dam and Lake."
GENERAL
The San Angelo Dam and Reservoir was authorized by the Flood
Control Act of August 18, 1941, and was completed and commenced
operation in 1952.
Representative O. Clark Fisher is a distinguished Member of Con-
gress from the 21st District of Texas and a resident of San Angelo.
It was there that he began his practice of law, and served as County
Attorney, State Representative, and District Attorney before being
elected to the 78th and succeeding Congresses. He has been a leading
sponsor of legislative proposals creating major water conservation and
flood control projects in his district and was instrumental in obtaining
approval for construction of the San Angelo Reservoir. Representa-
tive Fisher will be retiring from the Congress at the conclusion of the
93d Congress. In view of his long and distinguished career, and his
many years of outstanding service to the people of his district and to
his country, it is fitting that the San Angelo Dam and Reservoir be
named in his honor as the "O. C. Fisher Dam and Lake."

United States. This estimate has been prepared pursuant to Rule

The Committee on Public Works, to which was referred the bill
(H.R. 15322) providing that the San Angelo Dam and Reservoir
be known as the "O. C. Fisher Dam and Lake," having considered
the same, reports favorably thereon without amendment and recom-
mends that the bill as amended do pass.
PURPOSE
The purpose of this bill is to designate the San Angelo Dam and
Reservoir as the "O. C. Fisher Dam and Lake," in honor of the Hon-
orable O. C. Fisher who is retiring at the end of this session as Con-
gressman from the 21st District of Texas.
GENERAL STATEMENT
O. C. Fisher has represented the 21st District of Texas since 1943.
The District which he has SO ably served is subject to long droughts
and torrential rainfall. It was these factors that made the construction
of the San Angelo Dam and Reservoir a necessity. The need for the
project was emphasized by the devastating flood of 1936. Authorized
by the Flood Control Act of 1938, the project was completed in 1952.
In the intervening years, it has served and will continue to serve a
vital protective function as well as being a valuable recreational
resource.
O. C. Fisher served as lawyer, county attorney, State representative,
and district attorney in the 21st District before being elected to the
78th and succeeding Congresses. He will retire at the end of the 93d
Congress.

As a leading sponsor of the San Angelo Dam and Reservoir, it is
entirely fitting that the project be named in his honor in view of his
long and distinguished career and his years of outstanding service to
the people of the 21st District and to the Nation.
The committee recognizes that the renaming of this project for a
sitting Member of Congress is a departure from the Committee's rules.
However, the committee approves this action in this instance because
of O. C. Fisher's long and distinguished career and in recognition of
his imminent retirement.
COST OF LEGISLATION
Section 252 (a) (1) of the Legislative Reorganization Act of 1970
requires publication in this report of the committee's estimate of the
costs of reported legislation, together with estimates prepared by any
Federal agency. There is no cost to the Federal Government author-
ized by this legislation.
ROLLCALL VOTES
Section 133 of the Legislative Reorganization Act of 1970 and the
rules of the Committee on Public Works require that any rollcall votes
be announced in this report. During the committee's consideration of
this bill, no rollcall votes were taken.
CHANGES IN EXISTING LAW
In compliance with subsection 4 of rule XXIX of the Standing
Rules of the Senate, it is reported that this bill effects no change in
existing law.

Dam and Reservoir, North Concho River, Texas, authorized by the
Flood Control Act approved August 18, 1941, shall hereafter be known
as the O.C. Fisher Dam and Lake, and any law, regulation, document,
or record of the United States in which such project is designated or
referred to shall be held to refer to such project under and by the name
of "O. C. Fisher Dam and Lake".
