LANDRUM FEDERAL BUILDING AND POST OFFICE SEPTEMBER 16, 1976.-Referred to the House Calendar and ordered to be printed Mr. JONES of Alabama, from the Committee on Public Works and Transportation, submitted the following REPORT [To accompany H.R. 12927] The Committee on Public Works and Transportation, to whom was referred the bill (H.R. 12927) to designate a Federal building and United States Post Office in Jasper, Georgia, as the "Phil M. Landrum Federal Building and Post Office", having considered the same, report favorably thereon without amendment and recommend that the bill do pass. Congressman Phillip M. Landrum was born in Merlin, Georgia on September 10, 1909. He attended Mercer University and was a gradu- ate of Piedment College and Atlanta Law School. As a private citizen and a public servant he served his community and country admirably; he served three years in the United States Army Air Force in World War II; former assistant Attorney General of the State of Georgia; and served as Executive Secretary to the Gov- ernor of Georgia. Phillip Landrum was elected to the 83rd Congress on November 4, 1952 and was re-elected to eleven consecutive terms. Congressman Landrum will be retiring from Congress at the conclusion of the 94th Congress. He has been a leading sponsor and co-sponsor of legislative proposals enacting major tax reform as a Member of the House Ways and Means Committee. He has also served on the recently created House Budget Committee, a Committee whose purpose is and will be to control Federal spending and taxation. He has also served on the House Education and Labor Committee. In view of his long and dis- tinguished career, and in view of his many years of outstanding service to the people of his district and to his country, it is fitting and proper that the Federal building and United States Post Office in Jasper, Georgia, be named in his honor as the "Phil M. Landrum Federal Building and Post Office". 57-006 2 COSTS OF THE LEGISLATION Clause 7 (a) of rule XIII of the Rules of the House of Representa- tives requires a statement of the estimated cost to the United States which would be incurred in carrying out H.R. 12927, as reported. There would be no costs resulting from enactment of H.R. 12927, as reported. VOTE The committee ordered the bill reported by voice vote. COMPLIANCE WITH CLAUSE 2 (1) OF RULE XI OF THE RULES OF THE HOUSE OF REPRESENTATIVES (1) With reference to clause 2(1) (3) (A) of rule XI of the Rules of the House of Representatives, no separate hearings were held on the subject matter of this legislation by the Subcommittee on Investiga- tions and Review. However, the Subcommittee on Public Buildings and Grounds held hearings on this subject matter which resulted in the reported bill. (2) With respect to clause 2(1) (3) (B) of rule XI of the Rules of the House of Representatives the bill, as reported, does not provide new budget authority or increased tax expenditures. Accordingly, a statement pursuant to section 308 (a) of the Congressional Budget Act is not required. (3) With reference to clause 2(1) (3) (C) of rule XI of the Rules of the House of Representatives, the committee has not received an esti- mate and comparison prepared by the Director of the Congressional Budget Office under section 403 of the Congressional Budget Act. (4) With reference to clause 2(1) (3) (D) of rule XI of the Rules of the House of Representatives, the Committee has not received a report for the Committee on Government Operations pertaining to this sub- ject matter. (5) With reference to clause 2 (1) (4) of rule XI of the Rules of the House of Representatives, H.R. 12927, as reported, will not affect prices and costs since it does not authorize additional funds. Therefore, H.R. 12927, as reported, would not have an inflationary impact on the national economy. Any reference in any law, map, regulation, document, record, or other paper of the United States to such building shall be held to be a reference to the "Phil M. Landrum\nFederal Building and Post Office\", having considered the same, report\nfavorably thereon without amendment and recommend that the bill\ndo pass.\nCongressman Phillip M. Landrum was born in Merlin, Georgia on\nSeptember 10, 1909. He attended Mercer University and was a gradu-\nate of Piedment College and Atlanta Law School.\nAs a private citizen and a public servant he served his community\nand country admirably; he served three years in the United States\nArmy Air Force in World War II; former assistant Attorney General\nof the State of Georgia; and served as Executive Secretary to the Gov-\nernor of Georgia.\nPhillip Landrum was elected to the 83rd Congress on November 4,\n1952 and was re-elected to eleven consecutive terms. Congressman\nLandrum will be retiring from Congress at the conclusion of the 94th\nCongress. He has been a leading sponsor and co-sponsor of legislative\nproposals enacting major tax reform as a Member of the House Ways\nand Means Committee. He has also served on the recently created\nHouse Budget Committee, a Committee whose purpose is and will be\nto control Federal spending and taxation. He has also served on the\nHouse Education and Labor Committee. In view of his long and dis-\ntinguished career, and in view of his many years of outstanding service\nto the people of his district and to his country, it is fitting and proper\nthat the Federal building and United States Post Office in Jasper,\nGeorgia, be named in his honor as the \"Phil M. Landrum Federal\nBuilding and Post Office\".\n57-006\n2\nCOSTS OF THE LEGISLATION\nClause 7 (a) of rule XIII of the Rules of the House of Representa-\ntives requires a statement of the estimated cost to the United States\nwhich would be incurred in carrying out H.R. 12927, as reported.\nThere would be no costs resulting from enactment of H.R. 12927, as\nreported.\nVOTE\nThe committee ordered the bill reported by voice vote.\nCOMPLIANCE WITH CLAUSE 2 (1) OF RULE XI OF THE RULES OF THE HOUSE\nOF REPRESENTATIVES\n(1) With reference to clause 2(1) (3) (A) of rule XI of the Rules of\nthe House of Representatives, no separate hearings were held on the\nsubject matter of this legislation by the Subcommittee on Investiga-\ntions and Review. However, the Subcommittee on Public Buildings\nand Grounds held hearings on this subject matter which resulted in\nthe reported bill.\n(2) With respect to clause 2(1) (3) (B) of rule XI of the Rules of\nthe House of Representatives the bill, as reported, does not provide\nnew budget authority or increased tax expenditures. Accordingly, a\nstatement pursuant to section 308 (a) of the Congressional Budget Act\nis not required.\n(3) With reference to clause 2(1) (3) (C) of rule XI of the Rules of\nthe House of Representatives, the committee has not received an esti-\nmate and comparison prepared by the Director of the Congressional\nBudget Office under section 403 of the Congressional Budget Act.\n(4) With reference to clause 2(1) (3) (D) of rule XI of the Rules of\nthe House of Representatives, the Committee has not received a report\nfor the Committee on Government Operations pertaining to this sub-\nject matter.\n(5) With reference to clause 2 (1) (4) of rule XI of the Rules of the\nHouse of Representatives, H.R. 12927, as reported, will not affect\nprices and costs since it does not authorize additional funds.
