Attached for your consideration is H.R. 11303, sponsored
by Representative McDade and 22 others.
The enrolled bill would designate the Federal building in
Williamsport, Pennsylvania, as the "Herman T. Schneebeli
Federal Building".

The enrolled bill would designate the Federal building at West
Third Street, Williamsport, Pennsylvania, as the "Herman T.
Schneebeli Federal Building". Representative Schneebeli has
served Pennsylvania's 17th District in the U.S. Congress from
1961 until the present. He is retiring at the end of this
Congress.

SEPTEMBER 20, 1976.-Ordered to be printed
Mr. JONES of Alabama, from the Committee on Public Works and
Transportation, submitted the following
REPORT
[To accompany H.R. 11303]
The Committee on Public Works and Transportation, to whom was
referred the bill (H.R. 11303) to designate the "Herman T. Schneebeli
Federal Building," having considered the same, report favorably
thereon without amendment and recommend that the bill do pass.
Congressman Herman T. Schneebeli was born in Lancaster, Penn-
sylvania on July 7, 1907. He was educated in the public schools of Lan-
caster county and was graduated from Mercerburg Academy in 1926
and Dartmouth College in 1930. During World War II he served as
Captain and following World War II he served as a civic leader of
the community.
He was elected to the 86th Congress in 1960 and served sixteen terms
until his pending retirement in the 94th Congress. Congressman
Schneebeli served on the Ways and Means Committee and the Budget
Committee of the House of Representatives. In view of his distin-
guished career, it is most fitting to name the Federal building at West
Third Street, Williamsport, Pennsylvania, the "Herman T. Schneebeli
Federal Building."
COSTS OF THE LEGISLATION
Clause 7 (a) of rule XIII of the Rules of the House of Representa-
tives requires a statement of the estimated cost to the United States
which would be incurred in carrying out H.R. 11303, as reported.
There would be no costs resulting from enactment of H.R. 11303, as
reported.

The committee ordered the bill reported by voice vote.
COMPLIANCE WITH CLAUSE 2 (1) OF RULE XI OF THE RULES OF THE HOUSE
OF REPRESENTATIVES
(1) With reference to clause 2(1) (3) (A) of rule XI of the Rules
of the House of Representatives, no separate hearings were held on the
H.R. 1618

subject matter of this legislation by the Subcommittee on Investiga-
tions and Review. However, the Subcommittee on Public Buildings
and Grounds held hearings on this subject matter which resulted in the
reported bill.
(2) With respect to clause 2 (1) (3) (B) of rule XI of the Rules of
the House of Representatives the bill, as reported, does not provide
new budget authority or increased tax expenditures. Accordingly, a
statement pursuant to section 308 (a) of the Congressional Budget
Act is not required.
(3) With reference to clause 2(1) (3) (C) of rule XI of the Rules of
the House of Representatives, the committee has not received an esti-
mate and comparison prepared by the Director of the Congressional
Budget Office under section 403 of the Congressional Budget Act.
(4) With reference to clause 2 (1) (3) (D) of rule XI of the Rules
of the House of Representaitves, the Committee has not received a
report for the Committee on Government Operations pertaining to this
subject matter.
(5) With reference to clause 2(1) (4) of rule XI of the Rules of the
House of Representatives, H.R. 11303, as reported, will not affect
prices and costs since it does not authorize additional funds. There-
fore, H.R. 11303, as reported, would not have an inflationary impact
on the national economy.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That the Federal
building at West Third Street, Williamsport, Pennsylvania, shall here-
after be known and designated as the "Herman T. Schneebeli Federal
Building." Any reference in a law, map, regulation, document, record,
or other paper of the United States to such building shall be held to
be a reference to the Herman T. Schneebeli Federal Building.
