C.F. MEMORANDUM NATIONAL SECURITY COUNCIL 6406 H018 ADMINISTRATIVELY CONFIDENTIAL September 29, 1975 MEMORANDUM FOR JAMES CAVANAUGH FROM: Jeanne W. Davis m SUBJECT: Icelandic Protest Regarding Leif Erikson Day Proclamation The Government of Iceland has lodged a formal protest with the United States about the characterization of Leif Erikson as "Norwegian" in this year's Leif Erikson Day Proclamation. Both Iceland and Norway claim Erikson as a native son, They have worked out a mutually acceptable formula, contained in the NSC-cleared draft proclamation forwarded to your office on September 3, describing the explorer as "Norse." This description was changed to "Norwegian" after NSC reviewed the Proclamation and without checking with us to make certain the change was non-substantive. We request that members of the editorial staff in the future clear substantive changes they make in documents, such as proclamations, already reviewed by NSC.
