Vote Analysis-Senate Key Votes
There were 36 votes according to Congressional Quarterly on which
the Administration took a position up until the time of the July 4th
recess. We have analyzed these votes and ranked Senators by per-
centage of support for the Administration's position.
There were votes on 13 domestic issues including Food Stamps, Energy,
Strip Mining and Agriculture; nine foreign policy issues including Turkish
Aid and Southeast Asia aid; ten issues concerning defense policy, includ-
ing the Defense Procurement Bill; and four votes on nominations including
Hills, Meskill and two on Hathaway.
The top six Senators ranked by percentage of support are: Buckley (95%),
Fannin (94%), Curtis (92%), Griffin (91%), Fong (91%), and Goldwater (91%).
The six Senators with the lowest support record are: McGovern (27%),
Schweiker (27%), Haskell (26%), Stevenson (25%), Biden (23%) and Abourezk
(15%).
Percentages are somewhat misleading when determining support. As an
illustration, note the scores of the top four Senators. Senator Buckley
gets his high percentage by voting with the Administration 23 out of a possible
24 times. He was absent on 12 key votes. Senator Curtis voted with the
Administration 25 out of 27 times, having missed 9 key votes. Senator
Fannin on the other hand has a high record of voting participation having voted
with the President 32 out of 34 times and was absent only twice. Senator
Griffin missed only one key vote and voted with the President 32 out of 35
times. Obviously, Senators with high percentages of support as well as
high participation scores are more valuable.
FORD
Only six Republicans voted with the President less than 50% of the time.
Interestingly enough, 25 Democrats voted with the Administration 50%
of the time or better. All but six of these are from the South, the border
states or the Southwest. Included among the 25 are ten committee chair-
men and the Majority Whip (Byrd).
At Tab A I have listed in descending order of support, the Republican
Senators. At Tab B are the Democrats. Tab C lists the Republican
members of the Steering Committee and the Wednesday Club.

Up-date of Administration Support
by Senators
You will recall that after the July 4th recess we sent the President
a memorandum listing the support record of Senators on issues on
which the Administration had taken a stand. At that time there were
36 key votes. There have been an additional eleven key issues
which we have included in an update of that record. I have listed
the fraction and percentage of each Senator based on those 47 votes.
The new issues covered include the Resolution of Disapproval of
Diego Garcia, the veto override of S.66 (Health Services), Voting
Rights extension, and some energy issues.
For comparison purposes, I have listed the old percentage rating
in parenthesis next to the new rating. Interestingly, many of the
moderates have jumped significantly in support of Administration
policies since the last rating -- Weicker, Case, Mathias and Hatfield
now showing a 50% or better percentage.
