Friedersdorf\nm.b.\nI. PURPOSE\nTo discuss with the Republican leaders the plans for\nthe Fall campaign and the remaining legislative\nschedule in the 94th Congress.\nII. BACKGROUND, PARTICIPANTS AND PRESS PLAN\nA. Background:\n1. The meeting will be the first opportunity for the\nPresident to meet with the Republican leaders since\nthe convention and strategy sessions in Vail.\n2. October 2nd has been set by the Congress as a proposed\nadjournment date by the 94th Congress.\n3. Major legislative battles remain unresolved before\nadjournment, including Administration initiatives and\nCongressional bills objectionable to the White House.\n(See TAB A)\nB. Participants: See TAB B\nC. Press Plan:\nAnnounce as a regular Republican leadership meeting;\nPress and White House photographers.\nIII. AGENDA (See TAB C)\nIV. TALKING POINTS\n1. Since our last meeting we have had a successful convention\nand a valuable campaign planning session in Vail.\n2. Congress has a lot of work to do before adjournment\non October 2nd.\n3. I would like to discuss the subjects of the campaign\nand the remaining legislative schedule.\n-\n-2-\n4. Stafford - previous commitment\nBob Wolthuis\nRuss Rourke\nElectronic\nSurvice\nMAJOR ADMINISTRATION MEASURES WHICH WE WANT PASSED BEFORE\nADJOURNMENT, IN ACCEPTABLE FORM\nEstate and Gift Tax Adjustment Act - due for House Floor consider-\nation this week; a Senate version passed as a part of the omnibus\nbill.\nLEAA Extension - Senate passed; House due to consider a version this\nweek. Neither version closely resembles the Administration proposal.\nGeneral Revenue Sharing - House passed; Senate Committee action\nongoing.\nNuclear Fuel Assurance Act - House passed its version; Senate version\nis on the Calendar with no action scheduled.\nSynthetic Fuels - Senate ready to take action after House, but House\nRules Committee has not yet scheduled a hearing on the versions\nreported from three difference House Committees.\nGrain Inspection - Legislation on this subject has been stymied in\nConference since early May.\nComprehensive Oil Pollution Liability and Compensation Act - This\nmajor Administration proposal to compensate individuals who suffer\ndamages from oil spills has been stymied in the House but there is\nnow some movement in the House Merchant Marine Committee; the\nSenate could act quickly after House action.\nUnemployment Compensation Amendments - House passed a version which\nthe Administration will accept as better than nothing; Senate expected\nto act in September.\nRepeal of the 1% Kicker - House originally scheduled to act this\nweek but bill was pulled from Calendar. Favorable action still\noptimistically anticipated.\nStockpile Disposal Legislation - Hearings have been held and\nlegislation is percolating.\n(There are a number of Administration initiatives like our block\ngrant proposals, social security reform proposals, catastrophic\nhealth care protection, regulatory reform, defense cost saving\nmeasures, and a host of others which we would like to have passed,\nbut clearly, these measures are not likely to be passed by Congress\nthis year.)\nPOTENTIAL PROBLEMS\n1. Clean Air - Passed Senate; on House Floor this week.\n2. Toxic Substances\n3. Water Pollution Control Amendments - too much money and possible\nadverse action on section 404 relating to dredge and fill.\n4. Export Administration Extension\n5. Food Stamps - Passed Senate; reported by House Agriculture\nCommittee.\n6. Black Lung\n7. Strip Mining\n8. Public Service Jobs - CETA Extension\n9. Public Works Jobs Appropriations\n10. Labor/HEW Appropriations - $4 billion over budget\n11. Anti-Trust Parens Patriae - Passed House; pending in Senate.\n12. B-1 Bomber - Defense Appropriations Conference pending\n13. Tax Bill - Conference underway.\n14. Arab Boycott - At issue in both the Tax Bill and Export\nAGENDA\n8:00-8:05 a.m.\nThe President opens the meeting and introduces\n(5 minutes)\nthe subjects of the campaign and the remaining\nlegislative schedule for the 94th Congress.\n8:05-8:25 a.m.\nThe President calls upon House Minority. Leader\n(20 minutes)\nRhodes and Senate Minority Leader Scott for\ncomment.\n8:25-8:45 a.m.\nThe President calls upon the other leaders\n(20 minutes)\nfor comments.\n8:45-9:00 a.m.\nThe President calls upon campaign director\n(15 minutes)\nBaker for comments about the campaign.\n9:00-9:10 a.m.\nThe President calls upon Jack Marsh for comments\n(10 minutes)\nabout the legislative program.\n9:10-9:25 a.m.\nThe President invites the leaders to introduce\n(15 minutes)\nany other subjects of interest.\n9:25-9:30 a.m.\nThe President summarizes the meeting and\n(5 minutes)\nconcludes it."
