Discussion points:\n1.\nThat we are aware of and very encouraged by the steps\nTurkey has taken to control the new crop.\n2.\nThat it would be strongly welcomed if the Turkish Prime\nMinister would, echoing the statement made by former\nPrime Minister Ecevit, publicly assuring the world that\nTurkey is determined that its poppy production not bring\nharm to other societies.\n3.\nWe would likewise welcome the establishment of a high-\nlevel unit in the Turkish Government to control and\ncoordinate all aspects of the poppy cultivation which will\nassure adequate controls over the years.\nFYI; We understand that the establishment of such a high-level\ncentralized unit has been under consideration in the Turkish\nGovernment. We are continually\nsearching for ways to improve the effectiveness of our attack on this\nproblem which is prime of importance. On September 1, I will receive\nthe report of a Special White House Drug Review Task Force in\nwhich I have asked for proposals for additional action, including\naction both by the Executive and Legislative Branches, so that we\nmay deal more effectively with both the supply and the demand side\nof the problem. I look forward to sharing the results of the Task\nForce effort with you.\nWe can never forget what the flow of Turkish based heroin, coming\nthrough the French Connection, meant to us in earlier years. During\nmy meeting with Prime Minister Demirel, I will discuss with him\nour concerns and hear from him about the steps that his government\nis taking to follow through on its promise that its renewed poppy pro-\nduction will be controlled so as not to bring harm to other societies.\nI will encourage him to continue to consider suggestions from all\ninterested nations in the concerned world community on this matter.\nI look forward to being in touch with you soon after I return. In the\nmeantime, as you know, I am vitally concerned, as a matter of clear\nnational interest, that my proposals for lifting the embargo on arms\nto Turkey be accepted by the Congress. However, Senator Harry Byrd at the last moment made a\nreservation which precludes consideration unless he can offer an amend-\nment on the Panama Canal.\nI called Harry and urged him to withdraw his reservation and he told me he\nwould consider my request but wanted to think it over. At least three Senators object to its\nconsideration today and they indicate if Mansfield brings it up, they will\nfilibuster.\nOne of these is Senator Eagleton, who will agree to its consideration tomorrow,\nThursday, but will not agree to consideration today. At present those support-\nting him in his objection are expected to be Senators Jackson, Stevenson and\npossibly Humphrey.\nMax and I have personally talked with Mike Mansfield and he plans to go for-\nward, but is anticipating difficulties if he does. I have advised him that we wish\nhe would proceed rather than not bring the bill up.\nTo delay until tomorrow poses other serious problems in both the Senate and\nthe House. Other legislation is already scheduled for Thursday in the Senate\nand Mike expects some problems in trying to reconsider tomorrow. Was that discussed today at all, the possi-\nbility of --.\nA\nFirst of all, we have to be clear what it\nis that Congressman Brademas and Congressman\nhave\npropmed to us. What they have proposed to us is that\nFORD & LIBRARY GERALD\nB-4\nTurkey makes some concessions first. After Turkey has\nmade some concessions, they would hold still for the\nPresident to waive up to $50 million of grant-aid.\nIt is a subject that was discussed at some length\nthis morning between the President and Prime Minister\nDemirel, as it had been discussed in March between myself\nand Prime Minister Dehirel --- and at that time the ton\nPrime Minister and Foreign Minister; and as it was dis-\ncussed on the visit of: Assistant Secretary Hartman in\nMay, and as it vas discussed on the occasion of my visit\nin May.\nIn other words, the proposal to vaive $50 million\nin grants-aid has been put repeatedly to Turkey. The\nTurkish position has been that they do not want a gift of\nUnited States aid. Their objection is to the embargo\nof an ally with respect to purchases that Turkey had\n1188491 GERALD ? FORD\nalready made, and with respect to the Turkish ability\nto buy American equipment for cash or credit.\nSo Turkey has consistently refused this proposal\nas a question of principle, because they feel that there\nis nomething contradictory about offering to give $50\nmillion for free, while preventing them from buying with\nD-5\ntheir own money American equipment or taking delivery of\nAmerican equipment already purchased.\nThe President made an eloguent presentation of\nhis authority in this, and he received the answer that\nwe have received on four previous occasions. I explained to him the high\npriority which I place on this problem.
