will keep the Congressman advised of the
developments on this matter."

Sheldon matter. This was one of the things you
wanted to be reminded of upon your return.
(While you were away, I had called her with
your message that Gen. Scowcroft and you'had
discussed this matter and that "something would
be worked out for Sheldon". - it would not be an
Ambassador post, but something else.)
Mary Lou had said that Sheldon had heard
nothing from Scowcroft at all. In checking on this
last week (wk. of 18th) Scowcroft's office said that
there was an "action memo" out at Vail with Scowcroft,
Connie re Sheldon.

Jack:
Prior to seeing the above, I saw Brent Scowcroft at this morning's
senior staff meeting. I took that occasion to discuss with him the
details of Turner Sheldon's meeting with us on Thursday. Brent
advises me that a "persomel" meeting for Sheldon is set up for
today over at the State Department. He indicated that they were
extremely reluctant (if not totally opposed) to offering Sheldon
another Ambassadorial post. They are extremely fearful that,
if such an offer were made, the confirmation hearings that would
ensue would dredge up all of the allegations that have been made
against Sheldon and a real media circus would follow. They plan
to find some sort of face-saving appointment on a Board or
Commission through which they hope to ease Sheldon into
retirement.

Ambassador Turner Sheldon
I returned your call today to Turner Sheldon.
Sheldon advises me that he met with Larry Eagleburger for 1 1/2
hours on Monday. They went over the entire situation. Eagle-
burger advised Sheldon that Haig had confirmed to him that "the
policies that Sheldon carried out in Nicaragua were the policies
of the Administration. 11 He further indicated that Haig spoke
with Scowcroft in the very recent past and was "very forceful"
in support of Sheldon's situation.
When asked by Eagleburger as to what post he would be interested
in, Sheldon responded that he would prefer an Ambassadorial
assignment to Eastern Europe. Eagleburger indicated that he
would take the matter up with Henry Kissinger and get back
with him asap.
I call your attention once again to the attached memo re my

recent conversation with Brent Scowcroft on this subject.
Naturally, Sheldon requested your continued efforts in his behalf.

Senator Percy met Shelton for the first time yesterday. He will not
judge him on the basis of a Jack Anderson column but states if the
State Department persists in refusing to submit the relevant documents
on the incident in Nicaraqua, there is no chance of confirmation for
any position!
On the other hand, if the documents are forthcoming he will make sure
that Turner gets a fair shake.

Jack, FYI, at our Personnel meeting, it's decided that John Lehman
be dispatched to the Hill and utilize his own Conservative credentials
to sell John Newhouse to the unhappy Conservative Senators.
Doug Bennett, after getting all of State's background materials on
Turner Sheldon, will go up to see Carl Curtis (accompanied by
Bill Kendall) and lay the whole situation out. If Curtis still persists,
despite the Hugh Scott, Shuck Percy, Jack Brooks, et al., positions
to the contrary, so be It... for your information, I am attaching a memo
I have just sent to Max, Doug and Bill Kendall on this same subject.

Senator Hugh Scott advised me that he thought it would be a great mistake
to send up the nomination of Turner Shelton for an ambassadorial post.
Senator Scott said that it was his judgement that a confrontation with
the Senate Foreign Relations Committee was inevitable, and after having
a field day, the Committee would ultimately turn the nomination down.
The Senator said it would be a futile exercise for a lousy appointment
and would bring nothing but grief to the President. I advised him that
we have received strong pressure from other Senators for this nomination
which the Senator said he was aware of, but thought that the nomination,
nevertheless should not be sent to the Hill.

Jack, the latest bulletin on Turner Sholder Gerry O'Leary
advises me today that Henry Kissinger told him yesterday,
"I think the White House still intends to go ahead with the
Sheldon nomination". O'Leary then spoke with Jack Brooks,
who promptly dispatched two overnment Is committee inves-
ti gators to the State Department to dig into Sheldon's records.
'Leary indicated, unless Brooks gets a signal from the White
House that the Sheldon matter is a dead issue, he intends to schedule
a hea ring to "blow the green toad out of the water".
I gave this report to Max. Max advises that Doug Bennett spoke
with Carl Curtis. Curtis still adamant.
