Functions aboard the Presidential Yacht SEQUOIA are scheduled
through the office of the Military Assistant to the President (395-4031).
Once a function has been scheduled, further arrangements may be made
and assistance in menu planning obtained through the Commanding
Officer, Naval Administrative Unit (433-3673).
SEQUOIA can accommodate groups of varying sizes, depending
upon the nature of the function. The numbers listed below represent the
maximum number of people that can be comfortably accommodated.

Attached is a listing of agency general counsels. Those marked
with a check are counsels for major agencies or counsels with
whom we have frequent dealings. It is proposed that these general
counsels be invited to our Christmas reception. Those general
counsels indicated with a plus sign represent major agencies which
are primarily regulatory or quasi-judicial in nature. Although
these gentlemen are invited to White House functions from time to
time, an invitation by this office might be misconstrued. Accordingly,
it is not recommended that we invite these gentlemen at this time.
Assuming an invitation list of 25 persons, plus 10 persons (more or
less) from this office, the total cost of the function would range
between $105.00 and $175.00, depending on the type of refreshments
and hors d'oeuvres served. (See attached note from Brenda Wilson).
Presumably the office budget could withstand such an expenditure.
If you will approve the list of invitees, Brenda will arrange a
reception at a mutually convenient date during the Christmas season.

There is some grumbling in the General Counsels ranks regarding
a lack of liaison with the White House. To date, we have had no
"event" for the GC's (a Christmas Party was scheduled but canceled
at the last minute). It has been suggested that we use the Sequoia
some evening for an early evening cruise with the GC's from the
Departments and major agencies. (Cocktails and hors d'oeuvres
would seem appropriate since there would be too many for a sit down
dinner). Cal Collier, OMB General Counsel, is this year's Chairman
of the FBA General Counsels Committee (yours truly is the immediate
past Chairman). What would you say to Cal and me organizing a cruise
late this month or early next?

Attached for your approval is the proposed invitation list for the
General Counsels cruise on the Sequoia on June 2. We will leave
at approximately 7:00 p.m. from the Navy Yard dock and return
about 10:00 p.m. The trip will include cocktails and a buffet dinner.
All the invitees are members of the General Counsels Committee of
the Federal Bar Association and represent major departments or
agencies and/or agencies with whom we have reasonably frequent
contact (such as USSS, Selective Service, etc. No regulatory
commission counsels have been included, nor have we included
representatives of other offices within the Executive Office of the
President, except OMB. (OMB's General Counsel, Cal Collier, is
this year's Committee Chairman).
We are strictly limited to a maximum of 40 attendees. With Rod Hills
unable to attend, and assuming acceptance by all other invitees, we
will have an even 40. Ken Lazarus has suggested including Doug Marvin,
Special Assistant to the Attorney General, in place of LEAA General
Counsel, Tom Madden. Although Marvin is not a member of the
Committee, I have no objection to this addition--and the deletion of
Madden- if you believe it appropriate.
