SUBJECT: Meeting with Frederick Jaicks, Chairman of the Board of
Inland Steel and Chairman of the Board of American Iron
and Steel Institute
On March 18, at 5 p.m., Mr. Frederick Jaicks, Chairman of
the Board of Inland Steel and Chairman of the Board of American
Iron and Steel Institute, together with the Executive Committee of
the AISI, will brief representatives of State, Treasury and Commerce
on facts indicating increasing imports of specialty and non-specialty
steel in the U.S., and a rather sharp increase in imports later in the
year.
I would appreciate very much having a representative from your
office present.
The meeting will take place in my office. Would you please have
your secretary advise us of who will attend (967-4625).

REVIEW OF THE INTERAGENCY EXPORT PROMOTION STUDY
BY THE PRESIDENT'S EXPORT COUNCIL
The Economic Policy Board Executive Committee has discussed
the Interagency Report on U.S. Government Export Promotion
Policies and Programs. The Committee agreed with the sug-
gestion that review and comments by the President's Export
Council would be helpful in determining the next steps to
be taken. Accordingly, I would appreciate your sending
copies of the draft report to the members of the President's
Export Council for their review.
As you are aware, the EPB and CIEP have scheduled a series
of policy reviews on international economic policy issues.
One of the issues to be discussed at the May 3 session is
export financing and export promotion. Although the time
is extremely short, it would be helpful to have any early
comments relayed back to CIEP staff (Sam Rosenblatt) by
May 2, so they can be taken into account at that session.
Otherwise, I understand that the President's Export
Council has a meeting scheduled for May 6 and preliminary
comments could be made at that meeting with additional
comments later as necessary.
I do want to emphasize that the report is still in draft
form and subject to considerable revision. We are, there-
fore, trying to minimize circulation of the report until
the final content has been agreed to. We hope the members
of the President's Export Council will treat the report
accordingly.
Thank you for your assistance in getting the report circulated.

SUBJECT: President's Export Council -- May 6 Meeting
Confirming our conversations this morning, the President's
Export Council will not attempt to make any preliminary report
to you on May 2 concerning the export promotion study; they will
meet on May 6 and report to you the results of their deliberations
at lunch, 12:30 p.m., in the Department of Commerce Secretary's
Dining Room.
After you have received that report and explored it to your
satisfaction, the members of the Council would value a short
comment from you on the economic prospects for 1975 and 1976
as you see them.
I look forward to seeing you on May 6th.
