SUBJECT: Comment calls on the Rock Island Railroad
Wednesday and Thursday of this week brought a concerted
effort (350 calls) by some of the 10,500 employees of the
Rock Island Railroad to let the President know the line
would go bankrupt if they do not receive a loan. The US
Railroad Administration has turned down the Rock Island's
request for financial assistance--$30,000,000. The rail-
road serves 13 Midwest states. Noted as important reasons
to reconsider the loan were that : the line serviced 1700
grain elevators and other industry freight, many small
communities depended upon the line for a shuttle service
and it would as well affect Chicago commuters.
The bulk of the calls came from the Rock Island's employees.
Some of their comments were: 1) The USRA loans do provide
for just such a loan as the Rock Island has requested. 2)
Unemployment is high enough in the US without adding
10,500 more to the rolls. 3) The employees took a 10% pay
cut which could even serve as collateral for repayment of
the loan, which many felt would most certainly be repaid.
Some noted though that other railroads have not needed
collateral for a loan. 4) Penn Central and other rail ser-
vices along with airlines and other modes of transporta-
tion are subsidized by the US government, so why discrimi-
nate against the Rock Island? 5) If the US can support
foreign countries with generous aid grants, it must surely
take care of its own people's needs first. (Cambodia and
Vietnam were mentioned in particular.) 6) If the railroad
goes bankrupt, it will direly affect the communities it
serves by reducing the community tax revenues and burden
the already serious economic problems of the area.

A very few individuals noted they would rather merge with
another railroad than go under. However, those who mentioned
a possible merger felt it would be most effective only with
a large line such as the Union Pacific. A few commuters
called to note their sole dependence on the Rock Island for
transportation; the disabled in serious jeopardy for adequate
transportation to work or for medical treatment. Many of
the employees had worked for the R. I. line for 20 to 35
years and know no other vocation. Several noted they would
rather work than go on welfare. Most ended their conversation
by saying "Anything the President could do would be appre-
ciated. " (And, an added note on my part: Every caller was
polite. It was the first and only time a group has called
the Comment Office and presented themselves in such a civil
and even pleasant manner.)

75 yr. old woman is against the 5% social security ceiling and
said GF "hates senior citizens and must hate his mother!"
Con aid to SE Asia since the money goes to corrupt governments.
Stop aid to Israel; especially after Watergate because people
are suspicious of lobby groups.
Pro aid to Cambodia. Regret there's so little protest in the
Senate against communist aggression.
Pro aid to Cambodia. Hearty support for GF. "These are life-
saving efforts." Con communist offensive in SVN. Appreciate GF.
Recognize the PLO.
Con aid to Cambodia. Have the rich in the US send money if
they think aid is necessary.
Con aid to Cambodia. Food assistance is okay, but no aid for
arms. Kissinger is a Jew and he's back of it all.
Can the milirary in Cambodia be trained to issue butter instead
of guns, to build instead of fight?
GF should order Congress not to take a vacation!
Use Cambodia monies for the Rock Island railroad.
US should not aid SVN and let the stronger of the two sides
prevail.
GF should support the CIA or have an investigative agency in
the US to handle internal affairs. FBI is too conservative in
its security methods.

and other humanitarian purposes. Cambodia should settle their
own problems. US should restore it to what it was before the US
went in. I question the error in bookkeeping; unbelievable.
Ashamed if the US gives up on SE Asia. Our national honor is
at stake. Con Hill reluctance on aid.
US got double-crossed by N. Vietnamese re: MIA's. GF should
put pressure on NVN. GF's doing a good job with the economy.
Tell the Hill to get out of meddling in the economy.
USRA, ICC and others are about to surrender the Rock Island

Why do the press and the Congress continue to destroy the
CIA and FBI? They're selling the US down the river. The
Members of Congress are afraid of what the agencies will
find out about themselves.
USG punishes the farmer because of bad weather. The US
must look out for the middle and low income people. The
US will be ruled by communists if we don't turn the economy
around.

I'm a conservationist.
Agree with GF's Indochina policy. Hill is irresponsible on
the aid request for it.
The school lunch programs in elementary schools should be
re-examined. There's much wasted food and the state mandates
portions and requires food be given even if the children
don't want it.
Why not designate medicare people not on social security the
$100 tax refund also? (Women's income was $1700-1800/yr.)

is wrong and is abandoning everything. Domestic issures won't
change despite our foreign policy. Hill sounds like traitors
to humanity. UN doesn't do anything.

over after all the money and deaths there.
Is it true that the Shah of Iran is getting F-14's before they're
in service in our Navy and that the Arab nations are getting
advanced destroyers 2-3 years before our Navy gets them?
Why isn't Kissinger doing something about SE Asia instead of
being in the ME?

don't want another dime of my money going there because
those countries will fall to the communists." Pleased GF's open
and decent.
Re: Schlesinger comment on funds to Cambodia; "the man is out
of touch with the realities of life and should resign. He's got
