THE WHITE HOUSE WASHINGTON Better Hearing and Speech Month May 1976 In the forty-eight years since this observance was first initiated, we have made significant progress in caring for those with hearing and speech problems. Our national concern for the handicapped is evidenced in our laws and in the actions of our courts. It is the motivating force in the work of countless volunteers and civic leaders across our nation. But a month of concern is not enough. We must expand our personal involvement and dedicate our individual efforts to the long-term public commitment to ensure the well-being of all our handicapped citizens.
