I coordinated with George Clark, Assistant Director, Office of Native
American Programs (ONAP) pertaining to a telephone conversation I had
with Tom Sawyer, a one time employee at OEO. Tom Sawyer had indicated
to me that George Clark had promised him a $22,000 contract for techni-
cal assistance to Indians in the State of Utah; however, the stipulation
was that because it falls within the normal jurisdiction of OMBE
(Business Development) it should be channelled through OMBE. I followed
up with George Clark and found that he had told Mr. Sawyer that if he
could locate matching funds he would consider funding his Utah project.
J and M Machine Shop in Wisconsin an Indian Business had asked me for
assistance since they were having difficulty and poor business activity.
To render assistance I contacted Mr. James Walser, Minority Purchasing
for General Motors, Corporation in Detroit, Michigan. Mr. Walser told
me to inform J and M Machine Shop to contact him and he would attempt
to help. Today I received word that the Machine Shop has received ample
contracts for the year and as a result have increased the working force
from 7 to 19 employees.
Senator Abourezk recently notified me that the meeting between Commerce
and the American Indian Policy Review Commission scheduled for July 30,
1976 will be held July 27, 1976.
A competative bid was let for a BDO in Arizona, to replace the Indian

Development District of Arizona (IDDA) LBDO, the contract was awarded
to Marshall Christie of Phoenix Arizona, a name for the LBDO will be
developed later, contract was for approximately $134,000 for one year.

Authorization was approved by Walter Sorg, Henry Zuniga with my

Contractor) to perform specific Business Evaluation Summaries (BES'S)
for the Dallas Regional Call Contractor until such time as the Dallas
Office assigns a contract to the Regional Call Contractor.
Neil Daniels of EDA and I (OMBE) met with Ms. Norma Brown, from GAO,
regarding a full investigation of all federal monies going to the
Navajo Indian Nation, as requested by Senator Barry Goldwater, Arizona.
I received a telephone call July 15, 1976 from a White House Staffer,
requesting me to attend a meeting between 200 Indian Leaders and
President Ford on July 16, 1976 at the White House. Self determination
was thoroughly stressed without termination of Federal Assistance. The
Honorable Theodore Marrs announced that this was his last day as
Special Assistant on Indian Affairs to the President. No replacement
has been named to date.
On May 7, 8, 1976 I attended the dedication of Milks Camp Industries,
at the Rosebud Indian Reservation. The results of the dedication will
be published in the next issue of ACCESS.
OMBE received a copy of the letter from Paul G. Dembling, General
Counsel, U. S. General Accounting Office. Regarding procurement
Document 6-36801 (R) issuing activity: at Office of Minority Business
Enterprise, U. S. Department of Commerce, indicating a formal protest
for various reasons by Cunningham/Short/Berryman and Associates, Inc.
on the North West Call Contractor for Indians. The RFP's have been
evaluated and the contract is pending award by Ms. Althea Kearney DOC
Technical Assistance Section.
The OMBE Indian Office Coordinated with the Department of Agricultures
Indian desk, Mr. Stuart Jamieson and Ms. Cunningham, to update them
on the newly formed Indian Business Committee.
Further we met with the Head Indian Desk, Mr. Reeves Nahwooksy,
Director, regarding an update and providing and latest publication.
OMBE also met with the National Congress of American Indians (NCAI),
regarding future Indian Business Development Conferences.
I coordinated with Gorden Evans, Acting Chief Industrial Development.
RE American Indian National Bank request for more training money, EDA,
BIA and OMBE could not agree to the request.
Senator Schreier, Mr. Ruben Porras and I discussed and rehashed the
current SIBDO Contract (Grant) and presented to the Director for
signature changes necessary, as per agreement by both parties.

Coordinated with Mr. Baill and Ms. Kay Lonka of EDA Technical Assistance
Division, I suggested that EDA use our BDO's and our Call Contractors
for Business Development. I furnished them with several copies of the
OMBE Funded Organizations Directory which were sent to the EDA Regional
Directors.
This brief report updates highlights from June 1, 1976 through July 31,
1976 not including the every day routine work.
