AGOSTO 6 de 1975 EN LA CASA BLANCA.
Este evento es historico y significante para los Hispano-
Americanos. Hoy el Presidente ha firmado y hecho ley un domumento
que senala un impacto mayor para los mas de 16 millones de
Americanos de habla espanol y tambien lost de otros idiomas y
grupos minoritarios.
La discrimacion contra la votacion de los Hispanos y los de
otra idioma y grupos minoritarios Americanos ha sido un hecho
persistente y muy general. Para agravar las cosas, Americanos
de habla hispana han sido negados por largo tiempo la igualdad
en oportunidades educacionales por instituciones locales y de
estado, resultando en graves desajustes y obstaculos de
aprendizaje y contribuyendo a la escaceses del conocimiento
del ingles.
El Presidente Ford ha dicho repetidamente que "el derecho de
votar es la base de la libertad y que este derecho tiene que
ser protegido." Verdaderamente, la participacion por todos los
Americanos de todos antecedentes etnicos en el proceso electoral
de votar, es el corazon del sistema democratico de nuestra nacion.
Yo veo el Hecho del Derecho de Votar de 1975 como el principio
para hacer posible mas grande representacion de los Americanos
de herencia Espanola en los puestos politicos a base de eleccion
en nuestra nacion. No puede haber una manera mas propicia par

principiar el Bicentenario Americano que el de asegurar la
igualdad de participacion a todos los Americanos de otra idioma
para participar en el proceso electoral del futuro.
Con la cooperacion del Presidente y el Congreso en la formacion
de esta ley y su aplication vigorosa, los Americanos de habla
Hispana y los de otra idioma, tienen ahora el mecanismo para
moverse sin obstaculo hacia mayores empresas en America. A
este punto de nuestra digna historia, tenemos governadores de
habla Hispana en Arizona y Nuevo Mexico, un Senador de los
Estados Unidos, seis miembros del Congreso de la Nacion, y
otros importantes oficiales electos. El Hecho del Derecho de
Votar de 1975 es necesario para proteger lo ya avanzado y el
hacer posible la completa participacion de todas las minorias

AT THE SIGNING OF
THE VOTING RIGHTS ACT
THE ROSE GARDEN

THE PRESIDENT: Mr. Vice President, distinguished
members of the Congress, and other distinguished guests:
I am very pleased to sign today H.R. 6219, which
extends, as well as broadens, the provisions of the Voting
Rights Act of 1965.
The right to vote is at the very foundation of our
American system and nothing must interfere with this very
precious right. Today is the tenth anniversary of the
signing by President Johnson of the Voting Rights Act of
1965, which I supported as a member of the House of Repre-
sentatives.
In the past decade the voting rights of millions
and millions of Americans have been protected and our system
of government has been strengthened immeasurably. The bill
I will sign today extends the temporary provisions of the Act
for seven more years and broadens the provisions to bar
discrimination against Spanish-speaking Americans, American
Indians, Alaskan natives and Asian Americans.
Further, this bill will permit private citizens,
as well as the Attorney General, to initiate suits to protect
the voting rights of citizens in any State where discrimination
occurs. There must be no question whatsoever about the
right of each eligible American, each eligible citizen to
participate in our elective process. The extension of this
Act will help to insure that right.
I thank the members of the Congress, I thank
their staffs and I thank all the others who have been helpful
in making this signing possible.

This has reference to our recent conversation regarding
the Voting Rights Bill signing ceremony scheduled for
12:00 noon on Wednesday, August 6, 1975.
I have prepared two lists of suggested invitees for this
historic event. Tab A contains a list of national
Hispanic organization leaders who played a visible and
significant role in the formulation and adoption of this
important bill. In addition to providing technical
assistance to the bill's sponsors, particularly with
respect to the inclusion of Spanish speaking citizens not
previously covered by the Voting Rights Act of 1965, these
individuals personally testified before House and Senate
sub-committees and arranged for the participation of other
Congressional witnesses. Because of their extensive
personal efforts in securing passage of the bill, I consider
their participation in next Wednesday's ceremony essential.
Tab A presupposes a Cabinet Room ceremony with overall
participation limited to 25 persons.
Tab B, on the other hand, contains a broader list of
national Hispanic leaders whose organizations played a
leading role in the formulation and approval of the bill.
This list is predicated on a much larger ceremony in an
East Room or Rose Garden setting.
Please let me know should you have any questions regarding
either of the attached lists.

Voting Rights Bill
Now that the Voting Rights Bill (HR 6219) has been passed
by the House and Senate, it would appear to be in the
President's best interest to hold a brief White House
signing ceremony with key Black, Spanish Speaking, and
other language minority group leaders present. This would
allow Ted Marrs, Stan Scott, John Calhoun, and I, who deal
with this significant voter segment, the opportunity to
place the President in the best possible leadership position
with respect to this important bill.
I would recommend at a minimum that the following Hispanic
leaders be invited to the ceremony.
