Ford Presidential Library\nEMBARGOED FOR RELEASE\nUNTIL 3:00 PM, EST\nFEBRUARY 15, 1975\nOffice of the White House Press Secretary\nTHE WHITE HOUSE\nThe President today declared a major disaster for the State of Texas as\na result of damage caused by severe storms and flooding beginning about\nJanuary 31, which caused damage to public, private, and agricultural\nproperty. The President's action will permit the use of Federal funds\nin relief and recovery efforts in designated areas of the State.\nFederal assistance from the President's Disaster Relief Fund will\nconsist primarily of temporary housing assistance for families who\nhave lost their homes as a result of the flooding; Disaster Unemployment\nAssistance; and the repair or restoration of damaged streets, roads,\nbridges, and public facilities and utilities. Low-interest rate disaster\nloans for homeowners and businesses will be made available by the\nSmall Business Administration under the authorities of Public Law\n93-24, and emergency loan assistance will be made available by the\nFarmers Home Administration.\nFederal relief activities in Texas will be coordinated by the Federal\nDisaster Assistance Administration, Department of Housing and Urban\nDevelopment, under the direction of Administrator Thomas P. Dunne.\nMr. Dunne will designate the specific areas within the State eligible\nfor Federal assistance, based upon Federal and State damage assessments.\nMr. Joe D. Winkle, Regional Director of the Federal Disaster Assistance\nAdministration, HUD Region VI, will be designated as the Federal\nCoordinating Officer to work with the State in providing Federal disaster\nassistance under the Disaster Relief Act of 1974, Public Law 93-288.\n#\n#\n#"
