Ford Presidential Library\nFOR IMMEDIATE RELEASE\nFEBRUARY 28, 1975\nOffice of the White House Press Secretary\nTHE WHITE HOUSE\nEXECUTIVE ORDER\nAMENDING EXECUTIVE ORDER NO. 10973, RELATING\nTO ADMINISTRATION OF FOREIGN ASSISTANCE AND\nRELATED FUNCTIONS, TO PROVIDE FOR A\nDEVELOPMENT COORDINATION COMMITTEE\nBy virtue of the authority vested in me by the\nForeign Assistance Act of 1961, as amended, and section\n301 of title 3 of the United States Code, and as President\nof the United States, it is hereby ordered as follows:\nExecutive Order No. 10973 of November 3, 1961, as\namended, is hereby amended by adding at the end of\nPart III a new section 306, as follows:\n\"Sec. 306. Development Coordination Committee.\n(a) In accordance with section 640B of the act,\nthere is hereby established a Development Coordina-\ntion Committee (hereinafter referred to as the\nCommittee). The Committee shall consist of the\nAdministrator of the Agency for International\nDevelopment, who shall be Chairman; the Under\nSecretary of State for Economic Affairs; the\nUnder Secretary of the Treasury for Monetary\nAffairs; the Under Secretary of Commerce; the\nUnder Secretary of Agriculture; the Under Secretary\nof Labor; the Special Representative for Trade\nNegotiations; an Associate Director of the Office\nof Management and Budget; the Executive Director\nof the Council on International Economic Policy;\na representative of the Assistant to the President\nfor national security affairs; the President of the\nExport-Import Bank of the United States; and the\nPresident of the Overseas Private Investment\nCorporation.\n\"(b) Whenever matters within the jurisdiction\nof the Committee may be of interest to Federal\nagencies not represented on the Committee under\nparagraph (a) of this section, the Chairman of\nthe Committee may consult with such agencies and\nmay invite them to designate representatives to\nparticipate in meetings and deliberations of the\nCommittee.\nmore\n2\n\"(c) Under the foreign policy guidance of the\nSecretary of State, the Committee shall advise\nthe President with respect to coordination of\nUnited States policies and programs affecting the\ndevelopment of the developing countries, including\nprograms of bilateral and multilateral development\nassistance.\n\"(d) All agencies and officers of the Government\nshall keep the Committee informed in necessary\ndetail as to the policies, programs, and activities\nreferred to in paragraph (c) of this Section.\n\"(e) Nothing herein shall be deemed to derogate\nfrom the responsibilities of the Secretary of State,\nthe Secretary of the Treasury, or from responsibilities\nvested elsewhere by law or other Executive orders.'\nGERALD R.
