NOTICE TO THE PRESS
The President today announced the appointment of Henry A. Berliner, Jr.,
of the District of Columbia, as a member of the District of Columbia
Commission on Judicial Disabilities and Tenure for a term of five years.
Mr. Berliner has served as a member of the Commission since
December 14, 1973.
Mr. Berliner is a partner in the law firm of Berliner, Maloney,
Gimer & Muir of Washington, D. C.
The District of Columbia Commission on Judicial Disabilities and Tenure
was established by Public Law 93-198 of December 24, 1973, which
terminated the old District of Columbia Commission on Judicial Disa-
bilities and Tenure which had been in existence since 1970. This
re-established a new Commission with a new membership and new
terms of office. The President appoints one member to the Commission.
The President has designated J. Raymond Bell, of New York, New York,
as Chairman of the Foreign Claims Settlement Commission. He has
served as a member and Chairman of the Commission since his appoint-
ment in November, 1973.
The Foreign Claims Settlement Commission has jurisdiction to determine
claims of the United States nationals against foreign governments for
compensation for losses and injuries sustained by them, pursuant to
programs authorized under the International Claims Settlement Act of
1949 and the War Claims Act of 1948. Available funds have their sources
in international settlements, or liquidation of foreign assets in this country
by the Departments of the Treasury or Justice, and from public funds
when provided by Congress. The Commission was established by Re-
organization Plan 1 of 1954 and consists of three members serving terms
of three years.
