I have carefully reviewed the proposal for appro- priations contained in this document and am satisfied that this request is necessary at this time. The 1976 Budget proposed that this requirement be met by transfers of funds from other appropria- tions and notices of deferrals under the Impoundment Control Act of 1974 were transmitted to Congress with the Eighth Special Message of January 30, 1975. With the Comptroller General's decision that the proposed deferrals for pay increase purposes were in fact proposed rescissions under the law it became necessary to release the funds for obliga- tion. This action makes additional appropriations for pay increases necessary. These appropriations have each been apportioned on a basis indicating the necessity for a supplemental appropriation and this action has been reported to the Congress in letters dated January 3, 1975, (for Indian health services), January 24, 1975, (for Saint Elizabeths Hospital and Departmental Management), January 27, 1975, (for Special benefits for disabled coal miners), and February 7, 1975, (for the other appropriations).
