I ask the Congress to consider a proposed request for
transfer authority in the amount of $3,935,000 for the
fiscal year 1975 for the Department of Justice.
The details of this proposal are set forth in the
enclosed letter from the Director of the Office of
Management and Budget, with whose comments and observa-
tions I concur.

Sir:
I have the honor to submit for your consideration
proposed requests for transfér authority for fiscal year
1975 in the amount of $3,935,000 for the Department of
Justice. The details of these proposals are contained
in the enclosure to this letter.
I have carefully reviewed these proposed appropria-
tion language changes and am satisfied that they are
necessary at this time. I recommend, therefore, that
these proposals be transmitted to the Congress.

For an additional amount for "Salaries and
expenses, General Administration", $129,000 to be
derived by transfer from the appropriation "Salaries
and expenses", Law Enforcement Assistance Administra-
tion, 1975.
Federal Prison System
For an additional amount for "Support of
United States prisoners", $2,900,000 to be derived
by transfer from the appropriation "Salaries and
expenses", Law Enforcement Assistance Administra-
tion, 1975.

These transfers are necessary to meet unanticipated and
unbudgeted expenses associated with trial litigation, support
of Federal prisoners in local detention facilities and operation
of the parole system.
The expenses for these activities have been greater than
originally anticipated because of uncontrollable increases imposed
by the Courts, inflationary increases in care and custody costs of
State and local jails, and because of unanticipated increases in the
caseload of the Board of Parole requiring additional manpower.
