Ford Presidential Library\nTHE WHITE HOUSE\nWASHINGTON\nMay 1, 1975\nThe President of the Senate\nSir:\nI ask the Congress to consider a proposed sup-\nplemental appropriation for the fiscal year 1975 in the\namount of $7,000,000 for the Department of State.\nThe details of this proposal are set forth in the\nenclosed letter from the Director of the Office of\nManagement and Budget, with whose comments and obser-\nvations I concur.\nRespectfully,\nHerold R. 7d\nEstimate No.\n94th Congress, 1st Session\nEXECUTIVE OFFICE OF THE PRESIDENT\nOFFICE OF MANAGEMENT AND BUDGET\nWASHINGTON, D.C. 20503\nMay 1, 1975\nThe President\nThe White House\nSir:\nI have the honor to submit for your consideration a\nproposed supplemental appropriation for the fiscal year\n1975 in the amount of $7,000,000 for the Department of\nState, as follows:\nADMINISTRATION OF FOREIGN AFFAIRS\nAcquisition, Operation, and Maintenance of Buildings Abroad\n(Special Foreign Currency Program)\nFor an additional amount for \"Acquisition, operation,\nand maintenance of buildings abroad (special foreign\ncurrency program)\" $7,000,000, to remain available\nuntil expended: Provided, That this appropriation shall\nbe available only upon the enactment into law of H.R.\n4510 or equivalent legislation.\nThis proposed supplemental appropriation is for the\nacquisition of properties in Cairo for use as United\nStates Government offices and official residences. Some\nof the properties would be acquired under a recent\nexchange agreement with the Government of the Arab\nRepublic of Egypt. The appropriation would utilize\nEgyptian currency owned by and excess to the normal\nrequirements of the United States.\nI have carefully reviewed the proposal for appro-\npriations contained in this document and am satisfied\nthat this request is necessary at this time. I recommend,\ntherefore, that this proposal be transmitted to the Congress.\nRespectfully,\nJustify"
