Ford Presidential Library OCTOBER 7, 1975 Office of the White House Press Secretary NOTICE TO THE PRESS The President has signed S. 2230, an appropriation authorization for fiscal 1976 for the Board for International Broadcasting and military assistance for Turkey. The legislation authorizes $65, 640, 000 for the Board for International Broadcasting and removes certain statutory restrictions on military assistance to Turkey by permitting delivery of defense articles and services for which contracts of sale were signed prior to February 5, 1975, the effective date of the embargo. It also permits renewed commercial arms sales to Turkey. The bill also provides that, after enactment of legislation authorizing fiscal 1976 sales, credits and guaranties under the Foreign Military Sales Act, and subject to certain other conditions, the President will be authorized to approve additional sales to Turkey under the Foreign Military Sales Act if he determines and certifies to Congress that such sales are necessary in order for Turkey to fulfill its NATO responsibilities. The bill also requests the President to initiate discussions with Greece to determine that country's most urgent economic and military assistance needs and to initiate discussions with Turkey concerning effective means of preventing the diversion of opium poppy into illicit channels. The President is required to submit a report to Congress on these discussions within 60 days of enactment of S. 2230 together with his recommendations for economic and military assistance to Greece for fiscal 1976. Finally, the bill also requires the President to submit reports to the Congress at 60 day intervals on progress toward a negotiated solution of the Cyprus conflict. ###
