AIR FORCE ONE WASHINGTON TO KNOXVILLE
Wheelsup at 11:46, Frank Zarb said the meeting with the Appalachian
governors will be concerned mostly with deregulation of natural gas.
Said a lot of states have problems with shortages and Zarb mentioned
Tennessee expects 30% shortage this winter.
Nessen came back and said the President will speak on his tax proposal
at the White House Conference. Congressional reaction slow in coming
to the speech last night and Nessen offered the opinion that perhaps they
were surprised at the scope of the proposal. Within the first hour after
the speech the White House got 80 phone calls: 60 in favor of tax cuts,
20 opposed.
Nessen said on the President's views the President said several times in
deliberations before the speech "he believes that people ought to keep
more of their own money and decide how to spend it instead of sending it
down to Washington and let the government spend it. He used this over
and over in discussions".
