Sir:
I ask the Congress to consider proposed transfer authority for
the fiscal year 1976 in the amount of $554,000 and for the transition
quarter in the amount of $131,000 for the General Services
Administration.
The details of this proposal are set forth in the enclosed letter
from the Director of the Office of Management and Budget. I concur
with his comments and observations.

Sir:
I have the honor to submit for your consideration proposed transfer
authority for the fiscal year 1976 in the amount of $554,000 and for the
transition quarter in the amount of $131,000 for the General Services
Administration, as follows:
GENERAL SERVICES ADMINISTRATION
Federal Management Policy
Salaries and Expenses
For an additional amount for "Salaries and expenses",
$554,000, to be derived by transfer from the appropriation
for "Federal Supply Service, operating expenses", fiscal
year 1976.
For an additional amount for "Salaries and expenses"
for the period July 1, 1976, through September 30, 1976,
$131,000, to be derived by transfer from the appropriation
for "Federal Supply Service, operating expenses", for the
-
period July 1, 1976, through September 30, 1976.
These proposed supplementals are necessary to provide full year
funding for the General Services Administration's Office of Federal
Management Policy. The Office of Federal Management Policy has govern-
ment-wide policy responsibilities in the areas of financial management,
procurement management, ADP management, and management systems
development. These responsibilities were transferred from the Office
of Management and Budget to GSA under Executive Order 11717 on May 9,
1973. Since these funds are to be transferred from lower priority
programs these proposals will not increase budget authority or outlays
for fiscal year 1976 or the transition quarter.
I have carefully reviewed the proposal for appropriations contained
in this document and am satisfied that this request is necessary at this
time. I recommend, therefore, that this proposal be transmitted to the
Congress.
