Ford Presidential Library\nFOR IMMEDIATE RELEASE\nJanuary 6, 1976\nOffice of the White House Press Secretary\nTHE WHITE HOUSE\nTO THE CONGRESS OF THE UNITED STATES:\nIn accordance with the Impoundment Control Act of 1974,\nI herewith propose rescission of the uncommitted balances\nof the Rehabilitation Loan Fund administered by the Department\nof Housing and Urban Development. In addition, I am reporting\nnine new deferrals totalling $669.8 million in budget authority\nand eleven changes to deferrals previously transmitted that\nincrease the amount deferred by $17.3 million.\nThe activities financed by the Rehabilitation Loan Fund\nare also eligible for support under the Community Development\nBlock Grant Program. Experience has now shown that block\ngrant recipients are using -- as was the intent of the Housing\nand Community Development Act of 1974 -- their grants to support\nrehabilitation activities. Approval of this rescission,\ntherefore, will result in expenditure savings of $18.4 million\nthis year and $34.0 million in the transition quarter and\n1977 without adverse effect on the availability of housing\nrehabilitation assistance.\nSeven of the nine new deferrals are routine in nature and\naffect programs of the Departments of Defense, State, and\nTransportation and the Interstate Commerce Commission.\nThe remaining two new deferrals and all eleven revised\ndeferrals are for programs of the Department of Health,\nEducation, and Welfare. The new deferrals establish and the\nrevised deferrals extend through the third quarter funding\nlevels that differ from the general levels allowed by the\ncontinuing resolution. In SO doing, these deferrals preserve --\nuntil enactment of the regular appropriations -- the possibility\nof conducting the reported programs in 1976 at the levels\nI have recommended and, in four cases, at the level the\nCongress has recommended.\nThe details of the proposed rescission and the deferrals\nare contained in the attached reports.\nGERALD R.
