NOTICE TO THE PRESS
The President has signed H.R. 11645 - Providing additional authorization
for the Library of Congress Madison Building. This bill authorizes addi-
tional funds for the Library of Congress James Madison Memorial
Building.
The bill will increase the appropriation authorization for the new Madison
branch of the Library of Congress from $90 million to $123 million.
Construction of the Madison building, the third structure in the Library
of Congress complex, was initially authorized in 1965 at a level of $75
million.
The President has signed H.R. 6949 - Wilma Rudolph film. This bill
authorizes the Director of the United States Information Agency (USIA),
under certain conditions, to make available to a United States company
a copy of the USIA-produced film, "Wilma Rudolph, Olympic Champion."
Existing law generally prohibits the domestic dissemim tion of USIA program
materials prepared for distribution abroad. The bill will provide an ex-
ception to this general prohibition by permitting the USIA Director to make
available to a United States company a copy of a USIA-produced film entitled
"Wilma Rudolph, Olympic Champion."
The President has signed H. R. 6184 - Compensation of referees in
bankruptcy. This will increase the salary of full-time referees in bank-
ruptcy to the maximum authorized by law and repeals the authority of
the Judicial Conference to establish lower rates for these court officers.
H.R. 6184 will repeal the existing authority of the Judicial Conference to
fix the salary of full-time referees in bankruptcy at a rate below the statu-
tory maximum for such positions. It will establish the current statutory
maximum of $37, 800 as the salary for these employees, subject to future
adjustment under the procedures prescribed by law for executive, legislative,
and judicial salaries. The bill will also provide a maximum annual salary

rate of $18, 900 for part-time referees in bankruptcy -- half that of full-
time referees -- but will continue to allow these salaries to be fixed
by the Judicial Conference, based on numbers and types of cases closed,
and other factors.
The President has signed H.J. Res. 784 - Amending the effective date
of certain Defense Production Act Amendments. This bill amends the
effective date of certain provisions of the Defense Production Act Amend-
ments of 1975.
The resolution will correct a technical error in the effective date of certain
provisions in the legislation extending the Defense Production Act (DPA)
which was recently signed into law.
