Ford Presidential Library FOR IMMEDIATE RELEASE MARCH 22, 1976 Office of the White House Press Secretary THE WHITE HOUSE The President today announced his intention to nominate Richard J. Bloomfield, of Chevy Chase, Maryland, to be Ambassador to Ecuador. He will succeed Robert C. Brewster who has resigned. Mr. Bloomfield has been the Director of the Office of Policy Planning and Coordination for the Bureau of Inter-American Affairs at the Department of State since 1973. Born on August 11, 1927, in Derby, Connecticut, Mr. Bloomfield received his B.S. degree from Georgetown University in 1950. He attended Harvard University and received his M.P.A. in 1960. He served in the United States Coast Guard from 1945 to 1946 and the United States Air Force during 1950-51. In 1952, Mr. Bloomfield joined the Foreign Service and became an Economic Officer in La Paz, Peru. He went to Salzburg in 1954 and was a Visa Officer, prior to becoming a Counsular Officer in Monterey in 1957. He was assigned as a Financial Officer in Montevideo in 1960. Mr. Bloomfield became an International Relations Officer at the Department of State in 1962. He was a Financial Economist at the Department during 1964-65, prior to becoming Deputy Director of the Office of Regional Economic Policy of the Bureau of Inter-American Affairs in late 1967. He was appointed Country Director for Ecuador-Peru in 1967. From 1968 to 1971, he was Economic Counselor and Associate Director of AID in Rio de Janeiro. During 1971-72, he was a Fellow at the Center for International Affairs at Harvard University. He became Special Assistant to the Assistant Secretary for Inter-American Affairs in June 1972 and was assigned in July 1972 as Staff Director of the Interdepartmental Group for Inter- American Affairs of the National Security Council. Mr. Bloomfield is married to the former Patricia A. Koepfle and they have five children.
