THE WHITE HOUSE
The President today announced his intention to nominate eighteen persons to be
members of the Board of Directors of the National Institute of Building Sciences
for the terms indicated commencing on the date of incorporation. They are:
For a term of one year
Robert J. Brungraber, of Lewisberg, Pennsylvania, Research
Engineer, Bureau of Standards and Professor of Civil Engineering,
Bucknell University, Gaithersburg, Maryland.
Leo J. Cantor, of Richmond, Virginia, Commissioner of Buildings
for the City of Richmond.
Jodie R. Johnson, of Gulfport, Mississippi, President, Johnson Homes,
Inc., Gulfport, Mississippi.
Joseph H. Newman, of West Orange, New Jersey, Senior Vice President,
Tishman Research Corporation and First Vice President, Tishman Realty
and Construction Company, New York, New York.
Charles H. Pillard, of Silver Spring, Maryland, International President,
International Brotherhood of Electrical Workers, Washington, D.C.
Robert F. Schmitt, of Berea, Ohio, President, Bob Schmitt Homes,
Strongsville, Ohio.
For a term of two years
William F. Floyd III, of Atlanta, Georgia, Construction Manager,

Glen R. Swenson, of Salt Lake City, Utah, Director, Utah State
Building Board and President, National Council of States on Building
Codes and Standards, Salt Lake City, Utah.
Herbert H. Swineburne, of Philadelphia, Pennsylvania, Independent
Consultant in architecture, panning and building research, Philadelphia,
Pennsylvania.
The President also announced his intention to designate Mr. O. M. Mader to serve
as Chairman.
The initial appointees shall serve staggered terms as indicated above. Thereafter,
they shall serve terms of three years with no member being eligible to serve in
excess of three consecutive terms of three years each.
The Institute was established by Title VIII of the Housing and Community Develop-
ment Act of 1974 (Public Law 93-383 of August 22, 1974) and is to consist of not
less than 15 and not more than 21 members appointed by the President.
The purpose of the Institute is to develop and encourage the adoption of rformance
criteria for building components.
