The President
The White House
Sir:
I have the honor to submit for your consideration an
amendment to the appropriations requested in the budget
for fiscal year 1977 involving an increase in the amount
of $16,388,000, for the Department of Health, Education,
and Welfare, as follows:

The additional amount requested will fund a comprehensive
new Food and Drug Administration program to monitor the
conduct of tests by industry to determine the safety of
human drugs and food additives. Recent investigations have
revealed serious deficiencies in the testing of new drugs
and food additives. It is necessary that these deficiencies
be corrected. To assure the safety of drugs and food
additives, the proposed program will provide close monitoring
of preclinical and clinical testing of drugs and food
additives and reevaluation of currently used food additives.

I have carefully reviewed this amendment and am
satisfied that the request is necessary at this time.
I. recommend, therefore, that this proposal be transmitted
to the Congress.
Respectfully,
James T. Lynn
Director
