Sir: I ask the Congress to consider an amendment to the request for appropriations transmitted in the budget for the fiscal year 1977 in the amount of $16,388,000 for the Department of Health, Education, and Welfare. The details of this proposal are set forth in the enclosed letter from the Director of the Office of Management and Budget. I concur in his comments and observations. Respectfully, Health and Enclosure EXECUTIVE OFFICE OF THE PRESIDENT OFFICE OF MANAGEMENT AND BUDGET WASHINGTON, D.C. 20503 April 21, 1976 The President The White House Sir: I have the honor to submit for your consideration an amendment to the appropriations requested in the budget for fiscal year 1977 involving an increase in the amount of $16,388,000, for the Department of Health, Education, and Welfare, as follows: DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE FOOD AND DRUG ADMINISTRATION Budget 1977 1977 1977 appendix request proposed revised page Heading pending amendment request 323 Salaries and $223,105,000 $16,388,000 $239,493,000 expenses The additional amount requested will fund a comprehensive new Food and Drug Administration program to monitor the conduct of tests by industry to determine the safety of human drugs and food additives. Recent investigations have revealed serious deficiencies in the testing of new drugs and food additives. It is necessary that these deficiencies be corrected. To assure the safety of drugs and food additives, the proposed program will provide close monitoring of preclinical and clinical testing of drugs and food additives and reevaluation of currently used food additives. 2 I have carefully reviewed this amendment and am satisfied that the request is necessary at this time.
