THE WHITE'HOUSE
The President today announced his intention to nominate Francois Dickman,
of Laramie, Wyoming, to be Ambassador to the United Arab Emirates.
He will succeed Michael Sterner who has resigned. Mr. Dickman has
been Director of Arabian Peninsula Affairs at the Department of State
since 1972.
Born on December 23, 1924, in Iowa City, Iowa, Mr. Dickman received
his B. A. degree in 1947 from the University of Wyoming and his M. A.
degree in 1948, from the Fletcher School of Law and Diplomacy. He
served with the United States Army from 1943 to 1946, and during
1950 to 1951.
Mr. Dickman was a research assistant at Brookings Institute in 1950,
and became a Foreign Service Officer in 1951. He was Consular-
Commercial Officer in Barranquilla from 1951 to 1955. He took
Arabic Language training at the Foreign Service Institute from 1955 to 1957.
From 1957 to 1960, he served as an Economic-Commercial Consular Officer
in Khartoum. During 1960 to 1961, he was an International Relations
Officer and later an International Economist at the State Department.
He was Desk Officer for the United Arab Republic and the Syrian Arab
Republic from 1961 to 1965. He was assigned to Tunis as an Economic-
Commercial Officer in 1965 and during 1968 to 1969, he attended the Army
War College. From 1969 to 1972, he was Counselor for Economic Affairs
in Jidda.
Mr. Dickman is married to the former Margaret Hoy and they have two
children.
