The details of these proposals are set forth in the enclosed letter from the Director of the Office of Management and Budget. I concur in his comments and observations. Respectfully, Herned R. and EXECUTIVE OFFICE OF THE PRESIDENT OFFICE UNITED office STATE OFFICE OF MANAGEMENT AND BUDGET WASHINGTON, D.C. 20503 September 29, 1976 The President The White House Sir: I have the honor to submit for your consideration a proposed supplemental appropriation in the amount of $10,325,000 and a change in appropriation language for fiscal year 1977 for the Department of State. The details of these proposals are contained in the enclosure to this letter. I have carefully reviewed these budget requests, and I am satisfied that they are necessary at this time. I recommend, therefore, that these proposals be transmitted to the Congress. Respectfully Ohion Paul H. O'Neill Deputy Director Enclosure DEPARTMENT OF STATE INTERNATIONAL ORGANIZATIONS AND CONFERENCES International Conferences and Contingencies Of the amount made available under this head in the Second Supplemental Appropriation Act, 1976, $580,000 shall remain available until September 30, 1977. This proposal would continue until September 30, 1977, the availability of funds previously appropriated for United States participation in the Conference on International Economic Cooperation. The work of that conference is likely to extend beyond December 31, 1976, the latest date for which funds are currently available. OTHER Migration and Refugee Assistance For an additional amount for "Migration and Refugee Assistance", $10,325,000, to remain available until December 31, 1977: Provided, That this appropriation shall be available only upon enactment into law of authorizing legislation. This supplemental would provide assistance to refugees from the Soviet Union going to countries other than Israel during calendar year 1977. These funds will cover interim care and maintenance costs in countries of first asylum in Western Europe and resettlement processing and transportation costs to countries of permanent resettlement.
