Lowell Bruce Laingen, of Minnesota, a Foreign Service Officer
of Class one, to be Ambassador Extraordinary and Plenipotentiary of the
United States of America to the Republic of Malta, to which office he was
appointed during the last recess of the Senate.
Donald R. Norland, of Iowa, a Foreign Service Officer of Class
one, to be Ambassador Extraordinary and Plenipotentiary of the United
States of America to the Republic of Botswana, to which office he was
appointed during the last recess of the Senate.

James M. Wilson, Jr., of Maryland, a Foreign Service Officer
of Class one, to be Coordinator for Human Rights and Humanitarian Affairs,
to which office he was appointed during the last recess of the Senate.

Securities and Exchange Commission for the term expiring June 5, 1981,
