January 19, 1977 _16 17. _17 18 Dear Mr. Speaker: (Dear Mr. President:) _18 19. .19 20. am transmitting herewith draft legislation, "To .20 21. authorize appropriations for the acquisition, .21 22. improvement, rehabilitation, and maintenance of the .22 23 .23 24 National Park System and National Wildlife Refuges, _24 25. and to increase grants to communities to improve _25 26. park and recreation facilities. if Appropriations for _26 27. the implementation of the Act are requested in a _27 28. 1977 supplemental appropriations request which has _28 29. been transmitted with the 1978 Budget. .29 30 _30 31. This proposal, "|The Bicentennial Land Heritage Act" _31 32. is similar to draft legislation which I transmitted .32 33. to the 94th Congress on August 31, 1976. Because .33 34. the 94th Congress adjourned sine die without acting .34 35. on this matter, I am retransmitting the draft legis- .35 36 lation which accompanied my August 31 message. _36 37. .37 38. The Bicentennial Land Heritage Program would establish _38 39. a ten year national commitment to double America's _39 40. heritage of national parks, reqreation areas, wildlife _40 41. refuges, urban parks and historic sites. It would _41 42 authorize the appropriation of $1.5 billion for the _42 43. acquisition, improvement, rehabilitation, and main- _43 44. tenance of the National Park System and National _44 45. Wildlife Refuges, and would ingrease grants to _45 46. communities to improve park and recreation facilities. _46 47. _47 48 Enactment of my proposal would establish a $1.5 billion _48 49. program to: _49 50. .50 51. - provide $141 million to bei used to acquire lands _51 52. for parks, wildlife refuges, recreation areas, .52 53. and historic sites; .53 54 _54 55. -- provide $959 million to upgrade and develop new .55 56. and existing parks and refuges into recreation .56 57. and conservation resourcess ready to serve the .57 58. public; 4 _58 59. 3 -59 60 - provide $200 million for increased staffing for _60 61. the national parks and wildlife refuges; and, .61 62. 0 .62 63. - provide $200 million for grants to cities to .63 64. upgrade present park areas! in disrepair. _64 65. .65 66 This program will significantly influence the future of _.66 67. the 31 million-acre National Park System. The System, _67 68. with its 291 areas, contains outstanding natural features .68 69. and historic sites. The program will .7 8. assure sufficient management and protection of the .8 9. resources in our park areas, and will also finance the _9 10. facilities and personnel needed to make these resources _10 11. available to the visiting public. The addition of lands .11 12 to the System, coupled with effective resource manage- _12 13. ment, will increase opportunities for outdoor recreation, _13 14. as well as insure the protection and perpetuațion of .14 15. park resources for future generations. Their inclusion _15 16. would also help to alleviate overcrowding problems at _16 17. some areas currently in the System which have experienced _17 18 sharply accelerated visitation during recent years. _18 19. .19 20. The Bicentennial Land Heritage Program will also be .20 21. important to the National Wildlife Refuge System. The _21 22. 385 National Wildlife Refuges which encompass 34 million _22 23. acres provide habitat for a wide variety of the Nation's _23 24 fish and wildlife. Funds authorized by the Bicentennial _24 25. Land Heritage Act will be used to increase the size of _25 26. the staff which manages refuges, and to repair, reha- _26 27. bilitate, construct, and maintain facilities. I In _27 28. addition, funds will be available for the acquisition _28 29. of new refuges. .29 30 _30 31. To assist in needed maintenance and improvement of urban _31 32. parks and recreation facilities the Program would also .32 33. authorize $200 million of additional funds for the .33 34. .34 35. Community Development Block Grant Program, pursuant to .35 36 the Housing and Community Development Act of 1974. It _36 37. will be strongly urged that these additional funds be _37 38. used for recreation programs. .38 39. .39 40. In my August 31 message originally transmitting this bill, _40 41. I urged the Congress to join with me in reaffirming our _41 42 Nation's commitment to preserve the best of our vast and _42 43. beautiful. country and the wildlife inhabitating it. I _43 44. now repeat my request. This program represents a sound _44 45. investment in America which will pay off handsomely by _45 46. permanently insuring and enriching the natural treasures _46 47 to be inherited by future generations. All Americans _47 48 must stand committed to conserve and cherish our incom- _48 49. parable natural heritage our wildlife, our air, our _49 50. water resources and our land itself. As our Nation .50 51. begins its third century, we must renew our commitment .51 52. to save this great natural heritage for the enjoyment _52 53 of future generations of Americans. .53 54 _54 55.
