SMITH OF IOWA AMENDMENT\nBy a record vote of 316 yeas to 95 nays, the House agreed to the\nSikes - Smith of Iowa amendment. Sikes amendment prohibits\nfunds to any institution of higher education not complying\nwith section 504 of the Higher Education Act of 1968.
