The House passed S. J. Res. 31, extending the date for transmission to the
Congress of the report of the Joint Economic Committee, clearing the
measure for the President.

BURLEY TOBACCO MARKETING QUOTAS
The House passed S. J. Res. 44 (in lieu of H.J. Res. 365), to extend
the time for the proclamation of marketing quotas for burley tobacco
for the 3 marketing years beginning October 1, 1971, clearing the
measure for the President.
APOLLO 14 ASTRONAUTS
It was made in order for the Speaker to call a recess at any time on
Tuesday, March 2, to receive the Apollo 14 astronauts; and it was
made in order for the Speaker to call a recess at any time on Thurs-
day, March 4, for a reception for former Members.
MAJORITY OFFICIAL OBJECTORS
The majority leader announced the designation of official objectors for
the 92nd Congress for:
Consent Calendar: Representatives Aspinall, Alexander, and Mitchell.

Veterans' care: H.R. 460, to extend the length of time community
nursing home care may be provided at the expense of the United States

APOLLO 14 ASTRONAUTS
The House received Apollo 14 astronauts Alan B. Shepard, Jr., Edgar D.
Mitchell, and Stuart A. Roosa, who made brief remarks, and then greeted
Members in the well of the House.
APPOINTMENTS
Read a communication from the chairman of the Committee on Banking and
Currency wherein he appoints the following members of the committee
to the Joint Committee on Defense Production: Representatives Patman,
Barrett, Sullivan, Widnall, and Brown of Michigan.
PRESIDENTIAL MESSAGE -- SPECIAL REVENUE SHARING
Received and read a message from the President containing a special revenue
sharing legislative proposal, directed toward the control of crime and the
improvement of criminal justice, and requires no matching funds -- referred
to the Committee on the Judiciary (H. Doc. 92-56).
APPOINTMENTS
The Speaker made the following appointments:
Commission on Railroad Retirement: Mr. George E. Leighty, a person from
private life.
Commission on Government Procurement: Representatives Holifield and Horton,
on the part of the House, and Hon. Joseph V. Barr, from outside the Fed-
eral Government.
Joint Commission on the Coinage: Representatives Jacobs, Mazzoli, Conte,
McClure, on the part of the House.
HOUSE DOCUMENTS
By a record vote of 291 yeas to 63 nays, the House agreed to H. Res. 264,
to authorize the production of certain documents and information, and the
testimony or deposition of House employees.
SMALL BUSINESS
By a voice vote, the House agreed to H. Res. 19, creating a permanent
Select Committee on Small Business to conduct studies and investigations
of the problems of small business.

RULE
By a voice vote, the House adopted H. Res. 258, providing one hour
of open debate.
PASSAGE
By a voice vote, the House passed H.R. 4713, to correct an omission in
existing law with respect to the entitlement of committees of the
House of Representatives to the use of certain currencies.
INVESTIGATIVE AUTHORITY
By voice vote, the House agreed to various resolutions authorizing in-
vestigative authority to certain committees.

COMMISSION ON REVISION OF THE CRIMINAL LAWS OF THE DISTRICT OF COLUMBIA
The Speaker appointed Representatives Adams and Hogan as members of the
Commission on Revision of the Criminal Laws of the District of Columbia,
on the part of the House.
SMALL BUSINESS
The Speaker appointed as members of the permanent Select Committee on
Small Business: Representatives Evins of Tennessee, chairman, Patman,
Steed, Kluczynski, Dingell, Smith of Iowa, Corman, Addabbo, Hungate,
St. Germain, Carney, Mitchell, Conte, Broyhill of North Carolina, Horton,
J. William Stanton, McDade, Lujan, and McKevitt.
PRISONERS OF WAR CONCERN WEEK
By a voice vote, the House passed H.J. Res. 16, to authorize the President
to designate the period beginning March 21, 1971, as "National Week of
Concern for Prisoners of War/Missing in Action."
VOLUNTEERS OF AMERICA WEEK
By a voice vote, the House passed H.J. Res. 337, authorizing the President
to proclaim the second week of March 1971 as "Volunteers of America Week."
PUBLIC DEBT LIMIT
RULE
By a voice vote, the House adopted H. Res. 259, providing four hours
of general debate.

PASSAGE
By a record vote of 227 yeas to 162 nays, the House passed H.R. 4690,
to increase the public debt limit set forth in section 21 of the
Second Liberty Bond Act.
Prior to final passage, by a record teller vote of 180 yeas to 212 nays,
the House rejected an amendment by Mr. Patman that sought to strike
out section 3 (authorizes issuance of $10 billion of Federal bonds
without regard to the 4½ percent interest limitation).
