SUBJECT:
Israeli Military Aid
An NSC Meeting has been scheduled on September 6, 1974, at 2:00 P.M.
to consider new Israeli military aid requests.
The meeting should lay the ground for your discussions with Prime
Minister Rabin on September 11, 1974. Before that time, you will
want to choose particular options and work out a relationship of these
decisions to the on-going scenario for negotiations in the Middle East.
The meeting will lay out the implications of our aid for:
-- US Government and Government of Israel finances;
-- diplomatic perceptions of Arabs, Israelis, the Soviets, and
other interested states;
-- Mideast settlement strategy; and
-- other U.S. interests (oil, combat readiness of our own forces,
our defense production base and technological concerns).
Under my supervision, the NSC Senior Review Group has met to consider
an interagency study of this subject (NSSM 207). As a result of that
meeting, the options at Tab B were prepared.
You may wish to use the Talking Points at Tab A to direct the discussion
at the meeting.

PRESIDENT'S TALKING POINTS
NSC MEETING - ISRAELI ARMS REQUESTS
September 6, 1974
1. The purpose of this meeting is to review both Israel's short term
"Urgent List" and the long term MATMON-B ten-year program.
Although aware of Israel's fear of renewed hostilities in the short
term, we must also consider the possible effect of our actions on
the Arabs, negotiations, and on US forces.
2.
I would like to start with an outline by Secretary Kissinger of the
issues which we will consider today and the options that will
protect US interests.

(Ask HAK to brief on the diplomatic and political options. )

(Ask for the views of the other participants at the meeting, beginning
with Schlesinger.)

This has been a very useful discussion. As you well know, it is a
most serious and difficult matter, and I want to reflect on the issues
and the views you have expressed before I announce my decision on
the course we shall follow.
