Checklist
Tuesday at the White House
"Tuesday at the White House" is a format available to all
of the Public Liaison Staff and should be used by all.
These guidelines are meant to ease the administrative work
load. They are not to limit your flexibility or creativity.
1. Review the schedule. Provide your input for the guest list
two weeks in advance. to the office hosting the meeting.
2. Establish program/agenda-- two weeks in advance is desired.
Sample is attached. Bill Baroody will normally offer
welcoming remarks (in his absence, Ted Marrs)
3. The meetings can be held in the afternoon but this re--
quires advance notice to Mike Farrell. The intent is
to eventually shift to the afternoon. There is no cer-
tainty that a White House tour can be arranged to follow
the meetings in the afternoon but Mike will do his best
to accomodate us.
4. Submit schedule proposal for Presidential/Vice Presiden-
tial/First Lady drop-by. (Sample attached) Warren Rustand's
office has been briefed.
5. Send telegrams (see draft) at least one week prior with
a response date by the Friday before the meeting. When
the individual responds, get date and place of birth
and social security number for clearance purposes.
6. Send, red tagged no later than Monday a.m., the appro-
priate memoranda (attached). 1, Joyce Adams, 2. Photo
Office - Attn: Billie Shaddix, 3. Marge Wicklein.
7. Prepare name tags-orator type-have extra blanks.
8.
Administrative announcements at the meeting should
include:
Stand to ask questions, identify self and
organization.
Presentations should be brief, questions too.
Speaker repeat the question
Photo instructions if a group shot is planned.
Tour will begin promptly
9. Handouts/Agenda/List of Participants/Gold Pens/Paper/
Tuesday at the White House Folder should be on the seats.
Order at least fifteen extra chairs.
10. Determine press/no press. (check with Ted Marrs)
11. Congressional staff participation is permissible
cleared with Max Friedersdorf in advance.

13. Invite appropriate White House Staff.
14. After meeting, fill out 5 by 8 cards with name, address,

BACKGROUND:
"Tuesday at the White House" is one of
three primary vehicles used by the
Office of Public Liaison to encourage
two-way communication between the
private sector and the Administration.
Held weekly, these sessions result on
a dialogue that is of dual benefit.
Benefit to the Administration from an
input standpoint and benefit to the
participants as it demonstrates their
government is listening and it cares.
The President can achieve maximum
exposure in a minimum of time to the
opinion making groups and individuals
across the country.

This two way communication session will last until
11:45 a.m. and will be followed by a special tour
of the White House. The discussion is education
with special emphasis on vocational education.

Bell, U.S. Commissioner of Education and other
representatives of government and industry.

Dear Mr. Scott,
The National Association of Neighborhood Health Centers, Inc. representing
over 750 community health centers throughout the United States and dedicated
to forging a more equitable health care delivery system for our country is
calling upon your office for assistance in arranging a meeting between the
President and representatives of this and other organizations gravely concerned
over the plight of the country's medically indigent and underserved. The
purpose of this meeting would be to discuss the administration's plans for
meeting the health care needs of the medically indigent and underserved, with
particular emphasis on continued federal support for programs now addressing
those needs.
Because the issues which might be addressed in such a meeting are complex
and involve many agencies and departments of the federal government we would
like to suggest that the participation of other representatives of the execu-
tive branch might also be most beneficial. Specifically, we would like to
have the opportunity for personal interchange with Mr. James T. Lynn, Director
of the Office of Management and Budget, Mr. Casper W. Weinberger, Secretary
of Health, Education and Welfare, Mr. Donald H. Rumsfeld, Assistant to the
President, Dr. Paul Batalden, Director, Bureau of Community Health Services,
DHEW, and Mr. James H. Cavanaugh, Deputy Director, Domestic Council, or their
designees and any other persons you deem appropriate. We propose for our
group to include representatives of the major organizations in this country
concerned with providing services to the medically indigent and underserved.
This group would not exceed thirty-five in number.
This is a critical time for our national health care delivery system,
especially that portion which serves the indigent and underserved. Thus, it
is imperative that this meeting take place as quickly as possible. We would
suggest the month of March as a most appropriate time.

Dear Stan:
In a prior conversation with my Executive Assistant, Eve Wilkins,
we indicated our desire to visit with President Ford at one
of the "Tuesday Mornings with the President", perhaps on
April 15 or 22, 1975. I believe that such a meeting would
be mutually beneficial to the President and to the National
Urban Coalition. At a time when our nation faces serious eco-
nomic problems which impact so heavily upon urban, central city
residents, I believe a discussion of a few selected topics would
be both timely and constructive.
I suggest that the following be a basis of a conversation with
the President.
1. A discussion of the short and long term problems in the
area of delivery of human services for cities and metro

politan communities. (The human services would include

Health, Education, Housing, Personal Safety, and Jobs and
Income.)
2. An exchange of ideas on housing and urban economic develop-
ment as developed by the National Urban Coalition's Task
Forces and Local Coalitions.
3. A discussion about the ways in which the quality of life
in urban centers can be improved in spite of restricted
fiscal resources and crime or the fear of crime, which
work as hindrances to community stabilization and revitali-
zation.

Once I hear from you about the prospects for this dialogue, I
will contact a few of our Board members and ask them to join
the discussion. I am thinking of a major business man, a labor
leader, a governor and a mayor as possibilities along with our
Chairman, Walter N. Rothschild, Jr., a couple of our Task Force
Chairpersons, and myself.
We believe that a dialogue is the most fruitful method for cover-
ing the above topics; therefore, we are hoping that discussion
will be held in an informal atmosphere where the participants
will not only touch upon the collective concerns but hear the
President's reactions to urban solutions offered.
