OF INVESTIGATION CONDUCTED BY US AND JAPAN, US APPARENTLY
OVERESTIMATED MIG=25 CAPABILITIES. NISHIDA ALSO SAID
THAT OCTOBER 4 NHK REPORT SAID THAT SECDEF RUMSFELD HAD
REPLIED IN WRITING TO QUESTION ABOUT MIG-25 TO EFFECT
THAT INVESTIGATION IS NOT COMPLETE YET AND, WHILE US
OVERESTIMATED MIG=25 CAPABILITIES, IT STILL REGARDS AIR=
CRAFT AS CAPABLE INTERCEPTOR. NISHIDA SAID THAT NHK
GAINED IMPRESSION FROM RUMSPELD STATEMENT THAT MIG=25
INFORMATION WAS BEING PASSED TO US SMOOTHLY
BY
JAPANESE, DCM EXPRESSED VIEW THAT ABOVE STATEMENTS WENT
BEYOND OUR AGREED GUIDANCE, I.E. THAT INVESTIGATION IS
BEING CONDUCTED BY JAPANESE WHO WILL BE RESPONSIBLE FOR
RESULTS. GOJ, HE ADDED, HAD ALSO TOLD DIET THAT IT
WOULD HANDLE INVESTIGATION INFORMATION "ON BASIS OF
NATIONAL INTERESTS" AND STATEMENTS SUCH AS THOSE ABOVE
COULD CREATE DIFFICULTIES DURING DIET INTERPELLATIONS.

Subject: MIG-25 in Japan (U)
1. (S) It is the opinion of the Joint Chiefs of Staff that
the United States should seek Japan's agreement to continue
to make the Soviet MIG-25 now in its possession available
to the United States. It would be highly desirable from a
military and intelligence point of view to have the MIG-25
available for at least 90 days; however, it is realized that
diplomatic exchanges may render such an arrangement impossible.
In the event a 90-day period cannot be achieved, it is con-
-
sidered that, as as minimum, the United States should be allowed
unlimited access to the aircraft until 30 October. The oppor-
tunity to examine firstline Soviet air defense operational
technology in detail is of major military and technological
importance. The aircraft is an obvious threat to Japanese and
US security. The Joint Chiefs of Staff believe the usages of
custom condone the retention of the MIG-25 by the Government
of Japan (GOJ). Both Soviet and Israeli precedents exist to
guide the GOJ in this matter (Appendices A and B).
2. (S) The opportunity to analyze and, if the extended period
is obtained, to fly this firstline aircraft would enable the
development of countermeasures and suitable defense tactics.
The status of Soviet design, logistic support, and manufacturing
technology could be assessed while also allowing the operational
exploitation of one of the highest performance aircraft in the
world.
