Digitized from Box 19 of the NSA. Presidential Country Files East Asia and the Pacific at the Gerald R. Ford Presidential Library 2a h MEMORANDUM 382 NATIONAL SECURITY COUNCIL INFORMATION SECRET HAK MEMORANDUM FOR: from January 20, 1975 GENERAL SCOWCROFT FROM: KENNETH M. QUINN kmd SUBJECT: ti-Vietnam Activities Scheduled for H January 25-27 The "Coalition to Stop the Funding of the War' has scheduled three days of anti-Vietnam activities in Washington from January 25 to 27. A full schedule of these activities is at Tab A. The most significant item on their agenda is the "Peace Convocation to be held at 7:30 p.m., Sunday, January 26. It will be followed by a candlelight march to the White House. George McGovern, Coretta King, and Representative Dellums are scheduled to appear at the convocation, but it is not clear whether they will join in the march to the White House. The schedule also includes a full day of lobbying on the Hill on Monday, January 27. Ambassador Martin is particularly concerned with these propaganda efforts and believes they are being orchestrated, if not directed, by Hanoi. In particular he cites as evidence of this a recent CIA report from Paris (Tab B). This report quotes a reliable source as saying the director of the DRV's Paris Information Office said that their main propaganda efforts in the months ahead would be concentrated in the United States. The director also reportedly said that the DRV viewed President Nguyen Van Thieu as their biggest obstacle and that the key to Thieu's removal lay in the United States. Martin believes that the recent visit to Hanoi of Fred Branfman, Francis Fitzgerald, et al, as well as the trip made by four high ranking American clergymen and Don Luce are part of this overall effort.
