Schedule Proposal for Ambassador Cadieux
and Ambassador Schmidt
The Canadian Embassy has asked if it would be possible for Ambassador
Cadieux to present the President with a set of coins struck in honor of
the 1976 Montreal Summer Olympics (State Memorandum at Tab B).
As you know, the former U.S. Ambassador to Canada, Adolph W.
Schmidt resigned at the end of January. He has written the President
offering to be of future service and State has twice expressed the hope
that the President will be able to receive Ambassador Schmidt for a
brief farewell call.
The President might wish to receive both Cadieux and Schmidt for a
brief office call. This would permit him to accept the coins --
demonstrating his interest in the forthcoming Olympic Games; and it
would permit him to express his appreciation to Ambassador Schmidt.
If you agree, the schedule proposal for your signature at Tab A would
so recommend to the President.

BACKGROUND:
The Olympic Committee has awarded the 1976 Summer
Olympics to Canada, and they are to be held in Montreal.
The Canadian Government has authorized a special
issue of coins and stamps as part of the fund-raising
drive for the Olympics. The Canadian Embassy has
inquired as to the possibility of Ambassador Cadieux's
presenting you with a set of the coins. Were you to
receive Ambassador Cadieux, the Canadians could be
expected to react quite positively to this gesture, not
only as an indication of the importance you attach to
US-Canadian relations, but also as an indication of
your support for the Olympic Games.

Adolph W. Schmidt tendered his resignation on January
29, 1974 (letter at Tab A). He has expressed the hope

Dear Mr. President:
In further reference to my letter of October 15,
1973 to the Secretary of State, I am very pleased
that my replacement was announced on January 8, 1974
and that the Canadian reaction to the appointment of
William Porter as Ambassador to Canada has been
universally favorable.
Consequently, as I depart Ottawa today, I
officially tender my resignation as Ambassador of
the United States to Canada.
I am grateful for the privilege and opportunity
of having served as Ambassador in Ottawa during these
past four and a half years. They have been active and
challenging and on occasion even exciting, as during
the Quebec crisis of October 1970, the August 15, 1971
New Economic Policy, your State Visit in April 1972,
and the energy crisis of 1973.
I send you my very best wishes for the remaining
years of your Presidency. If I can be of further
service to you at any time, particularly in the area
of Atlantic affairs, please do not hesitate to call
upon me.

for the President.

THE WHITE HOUSE
Subject: Canadian Request for a Ceremonial
Presentation
The Canadian Government has struck a special
set of coins commemorating Canada's hosting of
the 1976 Olympic Games. As part of its official
publicity for the Games, Canada is making cere-
monial presentations of these coin sets to heads
of state. The Canadian Embassy has inquired as
to the possibility of Ambassador Cadieux making
such a presentation to the President.
If the President's program should permit his
receiving Ambassador Cadieux for this purpose,
the Department would appreciate being informed of
dates and times suitable for the presentation.
Should the President's program not permit,
the Department of State would appreciate being
informed if the Vice President could perform this
ceremonial function on behalf of the President
and, if so, suitable times and dates for its
scheduling.
We believe that it would be desirable to
accede to the Canadian Embassy's request in this
matter.

US-Canadian Relations -- Timing for Trudeau Visit
to Washington
The purpose of this memorandum is to seek your guidance on the preferred
timing for the first meeting between President Ford and Prime Minister
Trudeau in Washington. Bearing in mind the growing number of commitments
on the President's and Prime Minister's schedules for the balance of 1974,
I am raising this to ensure that a US-Canadian meeting is not precluded by
scheduling complications if the President wishes to have such a meeting before
the end of the year.
At present, a broad-ranging study of US-Canadian relations is being conducted
in response to NSSM 06/CIEPSM 36, and the NSSM response should be avail-
able for consideration at the White House by the third week in September.
This timing would indicate that it should be possible for you to complete
an interdepartmental policy-level review of the current, important US-Canadian
issues by the end of October -- and, if desired, that head-to-head talks could
be scheduled for November or December.
The Prime Minister and the President have both noted they look forward to
early discussions in their recent exchange of messages. Ivan Head has
confirmed to General Scowcroft that the Prime Minister would be pleased
to come to Washington before the end of the year. However, on August 24,
the Ottawa Citizen quoted a spokesman in the Prime Minister's office as
saying that Trudeau is not planning a meeting with the President in the
foreseeable future, but that he may visit Washington within the next year.
As reported in the telegram at Tab A, Trudeau is now making plans for a
two-stage visit to Western Europe this coming Fall and Winter.
In my opinion, it would be in the best interests of US-Canadian bilateral
relations if the President and the Prime Minister were to schedule a one-day
working visit before the end of the year to set a positive tone in our political
relations and to review the defense, trade/economic, energy and resources
issues of importance to both countries.

THE WHITE HOUSE
Subject: Proposed Date of Official Visit to
Washington of Prime Minister Trudeau
of Canada
In their bilateral meeting in New York earlier
this week, Secretary Kissinger and Canadian Foreign
Minister MacEachen agreed to look into the possibility
of a short official visit by Prime Minister Trudeau
to Washington in mid-November. More specifically, the
Department understands that an afternoon and evening
during the period November 10-14 is now under active
consideration at the White House.
Canadian Ambassador Cadieux informed us today
that Prime Minister Trudeau's other commitments will
not permit a visit to Washington during that period.
The Prime Minister's office has suggested instead the
possibility of a visit to Washington during the first
week of December. December 4 apparently would be most
convenient for the Prime Minister.
Ambassador Cadieux would welcome an early indication
as to whether a date during this period in December might
be possible for the President.

sketch at Tab A) a special set of coins struck in honor of Canada's
hosting of the 1976 Olympic Games.
II. BACKGROUND, PARTICIPANTS & PRESS ARRANGEMENTS
A. Background: The Olympic Committee has awarded the 1976
Summer Olympics to Canada, and the games are to be held in
Montreal. The Canadian Government has authorized a special
issue of coins and stamps as part of the fund-raising drive for
the Olympics.
As a gesture of US-Canadian friendship, and to highlight the
Olympics fund-raising drive, the Government of Canada is most
eager to present you personally with a set of the coins.
At the request of the Canadians, US agencies including the FBI,
INS and State are working closely with the Royal Mounted Police

The only other issue Ambassador Cadieux may raise during this
brief meeting is that of Prime Minister Pierre Elliott Trudeau's

Canadian Prime Minister is now tentatively scheduled for December
4, 1974.

TALKING POINTS
1. I greatly appreciate receiving this handsome set of coins
relating as it does to the 1976 Olympic Games in Montreal.
2. The Olympic Games symbolize the best in international sports
competition. The athletes who participate are themselves
diplomats; they increase contacts and strengthen the bonds of
friendship among peoples throughout the world.
3. I am sure that many Americans will be travelling to Montreal
for the Olympic Games in 1976 adding further to the very close
ties of friendship between the United States and Canada.
4. As 1976 will be our Bicentennial Year, it is my hope that
many Canadians will have the opportunity to visit to this country
and to take part in our celebration.
5. I know the very hard work that goes into the preparation for
the Olympic games -- not only by the athletes but also by those
organizing the event. To all who are involved, I extend my very
best wishes for a very successful Montreal Olympics.
