C. 20500 Dear Mr. President: In my capacity as Chairman of the United States Section of the Permanent Joint Board on Defense, Canada- United States, I had the privilege of co-chairing the 141st meeting of the Board held last month in the Department of State. The discussions as usual were cordial and frank, covering the entire range of bilateral political-military issues. It was evident that we have made good progress on several current matters of interest, such as our con- tinuing requirement for the use of Goose Bay Air Base and some other issues relating to North American air defense. Regarding the latter issues, I would note that, in response to Canadian questions, an informative discussion ensued regarding the Airborne Warning and Control System Program as it relates to both NORAD and NATO. In addition to the regular agenda items, the Canadian Section presented a comprehensive briefing on the latest results of their ongoing defense review. They told us of the Canadian Government decision to modernize and improve their tank forces in Central Europe as well as their in- tention to purchase Lockheed Orion long-range patrol air- craft for maritime patrol duty in the North Atlantic. This renewed Canadian commitment to NATO and to bilateral defense arrangements is indeed heartening to me. I suggest that you may wish to consider expressing your own personal satisfaction over these Canadian decisions when you next see the Prime Minister.
