Dear Mr. President:
Having now completed my first year as Chairman of the
US Section, Permanent Joint Board on Defense, Canada-United
States (PJBD), I wanted you to know how encouraged I am by
the increasingly informal and candid exchange of views we are
having with the Canadians in the Board. For example, at our
last meeting in Ottawa on June 16th, one of the Canadian
members of the Board gave us an exceedingly useful briefing
on the status of the on-going Canadian defense review and on
Canadian plans for major weapon systems procurement over the
next decade, including new fighter aircraft and ship replace-
ment. On our side, we have been taking more advantage of
the Board as a means of briefing the Canadians on important
developments in US defense policies, particularly as they
relate to NATO and North American defense.
On the formal agenda at the recent Ottawa meeting, the
US Section proposed the establishment of two bilateral ad
hoc working groups--one on AWACS and the other dealing with
cost sharing for present and future joint military projects
in North America. In both cases the Canadian response was
favorable. We hope to have the first meeting of the AWACS
working group within the next month, and are awaiting formal
Canadian concurrence before setting up the cost sharing
group.
On a related matter, the Canadian Chairman of the PJBD
as well as other Canadian members of the Board, indicated to
me privately the beneficial impact of your letter to the Prime
Minister on the subject of long range patrol aircraft. We
are all hopeful that the Canadian Government will soon be able
to move ahead on that important issue.

Presidential Letter to Charles S. Gubser
Charles S. Gubser, Chairman of the U.S. Section, Permanent
Joint Board on Defense, Canada-United States, wrote the President
on July 2 reporting on his first year as Chairman. Gubser, a former
Congressman, earlier had asked for a meeting with the President
but the request was denied. Gubser's letter expresses optimism
regarding the candid exchange of views we are having with the
Canadians on defense matters. An ad hoc group on AWACS has been
established and a group on cost sharing is awaiting formal Canadian
approval. Gubser notes that the President's letter to the Prime
Minister regarding long range patrol aircraft had a beneficial impact.
