    "ocrText": "7510606\n4b\nDEPARTMENT OF STATE\n3602\nWashington, D.C. 20520\nMay 23, 1975\nLIMITED OFFICIAL USE\nMEMORANDUM TO LIEUTENANT GENERAL BRENT SCOWCROFT\nTHE WHITE HOUSE\nSubject: Possible High-Level and Other Public\nActivities in Connection with the\nApollo-Soyuz Flight July 1975\nThe Department and NASA have been discussing\npossible activities, some of which could involve\nthe President and General Secretary Brezhnev, for\nappropriately marking the Apollo-Soyuz space\ndocking mission scheduled for July 15-24. NASA\nand Soviet officials have discussed in very\ngeneral terms the question of high-level\nactivities or exchanges of messages, with both\nsides making clear that decisions on appropriate\nrecommendations would have to be made at the\ngovernmental level.\nThis memorandum summarizes activities which\ncould involve the President and Brezhnev, as well\nas other high-visibility events, with our\nrecommendation for action where appropriate.\nDecisions on possible activities involving the\nPresident and Brezhnev should be made as soon as\npossible if we are to have adequate time to work\nout arrangements with appropriate Soviet authorities\nand coordinate the practical details.\nNASA has also submitted to the White House\na\nmemorandum (a copy of which is attached) listing\nopportunities some of which do not involve\nBrezhnev--where the President could participate\ndirectly or indirectly in Apollo/Soyuz events.\nFORD\nLIMITED OFFICIAL USE\nown) ."
