Mr. President,
It is indeed a pleasure to avail myself of this
opportunity offered by Mr. Mohammad Naim, my Special Envoy's
visit to your friendly country at the invitation of the
Hon. Dr. Henry Kissenger, Secretary of State, to extend on
behalf of the Government and people of Afghanistan and myself,
the expression of my most sincere best wishes for your
personal wellbeing Mr. President, for the welfare and happi-
ness of the American people and for the ever increasing
prosperity and progress of the United States of America
.
Though great distances separate Afghanistan from
the United States, the establishment of good relations and
understanding between the two countries has made it possible
for them to become sincere friends I am particularly
happy to be able to state that from the very establishment
of relations to this day, not the least cloud has marred
the horizon of this friendship .
The fruitful participation of your friendly
country in Afghanistan's development projects, the financial
and technical assistance extended for the implementation of
economic and constructional programmes, as well as various
other forms of co-operation provided by the United States
for Afghanistan, are all tangible signs of your country's
interest in Afghanistan's progress and development which is
highly appreciated by the Afghan people As far
as
Afghanistan is concerned, our country values very highly
the friendship of the United States and desires to further

promote and strengthen it .
As you are no doubt aware Mr. President, the
Republic of Afghanistan has pursued in its international
relations, a traditional policy of non-alignment and of
positive and active neutrality It considers this policy
effective and useful in strengthening friendly ties with all
countries, whether big or small, near or far and for the
creation of good relations with all peace-loving nations of
the world. Moreover, by adopting such a stand, Afghanistan
has always taken an active interest in all international
issues, and has determined its policy with regard to such
issues by resorting to its independent judgment based on the
principles of the United Nation's Charter and has endeavoured
to play a useful role in the consolidation of world peace
In the development of Afghanistan and the raising
of the living standard of its people, the Government,
Mr. President, as you know, is facing enormous difficulties
resulting from historic factors, from a variety of other
shortcomings, and partially also, from the land-locked
situation of our country The unfavourable world economic
situation, which is seriously damaging the economy of the
poor and developing nations, including Afghanistan, has
added to our problems in this regard . However, in spite of
such difficulties, the Government of the Republic of
Afghanistan with a view to bringing about a healthy and sound
development which would extricate the Afghan people from
backwardness and poverty and help to narrow the formidable
gap between the developed countries and ourselves, has
considered it necessary to introduce new ways and measures
for the economic and social development of the country . To
that effect, and relying on the energy and vigor of the
Afghan people, it has launched the country's Seven Year
Development Plan It is obvious that for the implementation
and realization of the various projects incorporated in this
plan covering different fields, the people of Afghanistan
require more than ever, the assistance and help of all
friendly countries Under the circumstances and given such a
/ desire

desire, it is quite natural for the Afghan people to expect
more from their traditional friends of long standing such as
the United States of America, S0 that with their co-operation
and help they would succeed in their new approach to develop-
ment and in their efforts for the reconstruction of the
country . I am fully convinced that in view of the past and
continuing ties of friendship and co-operation between
Afghanistan and the United States of America, we shall stand
witness in the coming years, to the increasing development
of friendly and fruitful co-operation between our two
countries
In availing myself of this opportunity, I wish
to express my sincere felicitations as well as those of the
Government and people of Afghanistan to you Mr. President,
and to the Government and people of the United States on
the occasion of the commemoration of the Bicentennial Anniver-
sary of the Independence of your great country The heroic
struggle of the American people under the leadership of
General George Washington in the achievement of such a
resounding victory is indeed very similar to the prolonged
fight of the Afghan people against colonialism and characterizes
its love of freedom and independence The similarity of
our struggle against alien domination symbolizes the identity
of patriotic sentiments common to the people of both countries
This in itself forms a spiritual link between them which has
brought about a greater understanding between the people of
Afghanistan and of the United States of America
I hope Mr. President that You and other personalities
of your friendly country will accept with entire credence all
that Mr. Mohammad Naim, my Special Envoy shall communicate
on my behalf in the interest of further promoting co-operation
and friendship, and trust that this friendly visit will
contribute in no small way in the greater enhancement and
further consolidation of friendly relations between our two
countries
Once again, on behalf of the Government and the

people of Afghanistan and myself, allow me to extend my most
sincere best wishes for your personal wellbeing Mr. President,
for the welfare of the friendly American people and for the
ever increasing progress and advancement of the United States
of America
