You approved issuing an invitation to President Ernesto Geisel
of Brazil to make a State Visit later in the year. On May 6
our Ambassador conveyed orally to Brazilian Foreign Minister
Silveira your invitation to President Geisel. No response has
yet been received.
Our Ambassador has recommended that you send a letter to
President Geisel to formally confirm the invitation. He
believes, and I concur, that such a letter would be appropriate
and would be helpful in obtaining an early response to the
invitation so that we may proceed to pin down specific dates for
a visit. Attached at Tab A is a suggested letter of invitation
to President Geisel. Paul Theis has cleared the text of the
proposed letter.
RECOMMENDATION

Subject: Proposed Letter from President Ford to
Brazilian President Geisel
Secretary Butz will be visiting Brazil June 20 to 25.
A request for an appointment with President Geisel is
pending. Embassy Brasilia has recommended that Secretary
Butz present a letter from President Ford when he is
received by President Geisel, and the Department concurs.
A suggested text is attached.
Since this draft refers obliquely to the invitation
to President Geisel to visit the United States, it would
be helpful if the invitation letter to President Geisel
(sent forward under cover of my memorandum of June 5) could
be signed at the same time. Secretary Butz could then
carry the invitation letter with him to hand to Ambassador
Crimmins for delivery.
Secretary Butz is scheduled to leave Washington at
9:00 AM Tuesday, June 17.

THE WHITE HOUSE
Subject: Visit to the United States of President
Ernesto Geisel of Brazil
On May 6, 1975, Ambassador John Crimmins conveyed
orally to Brazilian Foreign Minister Silveira, President
Ford's invitation to President Ernesto Geisel to visit
the United States this year. No response has been re-

Subject: Proposed Letter from President Ford to
Brazilian President Geisel
Secretary Butz will be visiting Brazil June 20 to 25.
A request for an appointment with President Geisel is
pending. Embassy Brasilia has recommended that Secretary
Butz present a letter from President Ford when he is
received by President Geisel, and the Department concurs.
A suggested text is attached.
Since this draft refers obliquely to the invitation
to President Geisel to visit the United States, it would
be helpful if the invitation letter to President Geisel
(sent forward under cover of my memorandum of June 5) could
be signed at the same time. Secretary Butz could then
carry the invitation letter with him to hand to Ambassador
Crimmins for delivery.
Secretary Butz is scheduled to leave Washington at
9:00 AM Tuesday, June 17.

agricultural policies will take in our two countries over

Subject: Visit to the United States of President
Ernesto Geisel of Brazil
On May 6, 1975, Ambassador John Crimmins conveyed
orally to Brazilian Foreign Minister Silveira, President
Ford's invitation to President Ernesto Geisel to visit
the United States this year. No response has been re-
ceived to date.
Ambassador Crimmins believes that a letter from
the President to President Geisel, formally confirming
the invitation, would be appropriate and helpful in ob-
taining an early response from the Brazilian President,
so that we may move on to a discussion of specific dates
for the visit.
The Department therefore recommends, that a letter
from the President be sent to President Geisel. A
suggested text is attached.
